Description
In accordance with Federal Acquisition Regulation 6.302-1, the National Guard Bureau Acquisition Contracting Office intends to issue a modification in the amount of $ 882,028.00 to delivery order W9133L-08-F-0136 for structural modifications to 238 Cerfp trailers to bring them into compliance with airworthiness standards. The needed work was identified through field studies and the work has been determined to be a sole source, as well as within scope. The contractor is Haulmark, Inc., 14054 County Road 4, Bristol, Indiana. Only one responsible source has been identified which can provide the work required in accordance with the Statement of Work and the existing warranty. Proposals from additional sources are sought for the modifications for the trailers, to include a warranty for all work performed and a 2 year structural warranty for the trailers. Approximate value of the trailers is $ 1.4 million, not including the proposed modifications and warranties. This Notice will be posted until close of business (4:00 P M Eastern Time) on Wednesday, September 16, 2009. Any proposals must be received by the close of business on September 26, 2009. Contracting Office Address: National Guard Bureau Acquisition Contracting 1411 Jefferson Davis Highway Arlington, VA 22202 Performance Work Statement for Modification of Trailers for Cerfp Scope Under this task order, the contractor will independently provide services to satisfy the overall operational objectives of the National Guard Bureau J4 Cerfp sustainment operations. The primary objective is to provide contractor services and deliverables through performance of integrated risk self-assessments. Tasks and Services To modify 238 cargo trailer starting in Jul 2009 and completing 30 Sep 2009. The current configurations consist of: X L Cargo 8x16 strait tandem 72 inch walls/.030 aluminum sheeting/16 inch A T P Rock Guard A frame posi lock coupler 7k drop leg removable jack.090 Alum Teardrop Fenders X L series Lighting system D O T compliant/w digital L E D taillights X L series 3/4 plywood floor Ramp gate with cable assist Tandem spring axles with brakes/ 6 bolt hubs break way brakes safety kit w battery\ Spring axle package white wheels Standard lounge and chassis coating in line x White exterior finish 7 prong R V elec plug lead 1 door XL side esc 32' wide side door 1 tires/wheel spare tire 4 open market item Mil Std 209 Tie Down swivel D ring Deliverables "Contracting Officers Representative shall have the responsibility to ensure review of all deliverables associated with this task and accept or reject the deliverables. "Modify 238 cargo trailers starting in Jul 2009 and completing 30 Sep 2009 delivery window: "Installation of floor and wall mounted E Track tie downs, which could employ various adapter straps, rings and ratcheted tie downs "interior side walls from 3.6 mm luaun sidewalls to 3/8 inch plywood sidewalls "Hiding a rear ramp hinge cover to facilitate loading of wheel boxes "Adding 12 volt interior lights "The delivery schedule shall be determined between the contractor and National Guard Bureau based on the start date of 1 July 2009. "A final list of all trailers by state shall be included as a standard report with the final deliverable to National Guard Bureau. Period of Performance The period of performance is 90 days after the date of task order award Anticipated Dates: 1 July 2009 30 Sep 2009 Place of Performance The place of performance shall be at the Locations of the Cerfp Units within the Continental United States. Government Furnish Support Requirements "Trailer movement in/out of repair area "Provide space to work on trailers 2 at a time "Provide electric for repair team (at least2-110 volt/20amp circuits) "Provide covered area (out 0f weather) "Support for 9 hrs/day working on Cerfp site "110volt 30n amp circuits for welder Performance Work Statement The contractor shall be responsible to ensure that the services delivered, meet the contract specifications and requirements. Payment Schedule: A final payment of the contract amount will be made upon receipt and acceptance of the final deliverable of all relevant contracted services.
