- Questions that have been asked by potential vendor's on the combined synopsis/solicitation number R09PS80118. QUESTIONS ASKED ON SOLICITATION # R09PS80118 Question 1: Involves the works on paper listed in several locations. These works can be given superficial reports of general conditions by an appraiser looking at the work under glass. However, in order to determine the actual condition, they should be removed from the frame to determine discoloration and acid leeching. An appraiser cannot do this extensive condition assessment. It requires a conservator. A conservator can, after removing from the frame, determine the extent of restoration and propose a treatment. This provides much more information and goes beyond the appraisal. He provides you with a budget amount for the next step in treatment of the works on paper. We have a conservator who worked for the US Postal Service as a provider of these proposed treatment assessment reports. The works on paper are more difficult to determine an appraisal than the paintings on canvas. My question is would you like two responses to this RFP? One with a conservator proposed treatment report and one without for the works on paper? Question 2: Also, CALPAA provides documentation archiving and backup for up to 10,000 documents with images on our web site for confidential, secure viewing and storage of the reports. Would you want us to use our archives or do you have any issues with using our method? Finally, there are references to FAR in the original synopsis that appear to be deleted. Is that correct? I looked at the references and most of them relate to aeronautical awards of contracts. The response to questions is as follows: BOR will do our own archiving of documents related to this contract. We are only in need of the general condition of the artwork at this point. So we do not want the bidders to include an estimate from a conservator. As for the FAR Regulations that are in the solicitation are required for Commercial Items not sure what you are looking at that applies to aeronautical awards. Unless you are speaking of the new Circular 2005-36 which lists all the new clauses in accordance with the FAR.? That is put into the solicitation to show that the clauses are compliant with the newest release of the FAC Circular 2005-36. You only need to comply with the FAR Provisions that are listed for the commercial items. Quoters must review and comply with the FAR Provisions or Clauses which apply to this solicitation. This information is available on the internet at http://www.arnet.gov/far and www.usbr.gov. It is indicated in information regarding the solicitation that we need to submit 3 copies of our quote. It also states that you need 3 examples work. Does that mean that we need to provide you with 9 appraisals total(3 copies of each of the three appraisals)? Answer: Three (3) copies are needed for the evaluation panel of 3 so, each panel member can have their own copy of the proposal/quote. QUESTION 4. What is the official point of contact (POC) that you refer to in the requirements under the QUOTES ARE DUE: section? Are you looking for a contact at our office or for us to provide your contact information for reference for someone else reviewing the quote? Answer: A point of contact for your office or firm. QUESTION 5. Another thing that we would like to clear up is the intended use of this appraisal. Answer: Replacement value for insurance purposes is what we are after. QUESTION 6. It appears that some of these FAR codes are included as part of my ORCA SBA certification. Can you tell me what I need to do for the remainder of certs and reps codes? Also do you need something signed or checked for all of the following? I found them listed in the arnet.gov/far web site but there is nothing to sign or check. What, other than a completed copy of the provisions, do I need to send to you? Answer: Just need to comply with the clauses as these clauses will be a part of the contract award document that you sign if awarded the contract. The listing is to provide you with what is being required upon compliance; you don't have to fill out anything. As for the certifications and representations you need to fill out the questions asked on the forms, you are basically self certifying that you are a small women owned company or small business with less than 50 employees etc.. if you need more guidance on these questions please contact the Small Business Administration located in your District. If you are registered on-line in ORCA you may indicate that on your quote. Please provide your DUNS # and or Tax Identification number so, we may do a search to validate. QUESTION 7 How should I price Line Item 2. Travel Costs not knowing what they will be for next year? Answer: Give an estimated cost as this cost will be based on reimbursement of actual costs in accordance with the Federal Travel Regulations.
