M67854-09-I-1150Request for Information (RFI) For Marine Corps Systems Command (MARCORSYSCOM), Quantico, VA Binoculars This Request for Information is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.Although "proposal" and "offeror" may be used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.This solicitation is issued for the purpose of: No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this RFI that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. This RFI is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). The Marine Corps Systems Command desires to collect information regarding potential binoculars to be utilized throughout the Marine Corps. This RFI is issued to allow Industry the opportunity to demonstrate their ability to fit the specific "draft" Operational Attributes of the below. It is the Government's desire to meet or exceed the following Operational attributes for a Commercial Non-Developmental Item (NDI) binocular: 1. The binocular possesses a 10 power magnification.2. The binocular possesses a 42mm objective lenses.3. The binocular possesses an exit pupil of at least 4.2mm. 4. The binocular possesses an eye relief of between 16-18mm. 5. The binocular possesses a central focus capability. 6. The binocular should allow operator to adjust the diopter for each eye and lockable diopter.7. The binocular should allow the operator to adjust the interpupillary distance with interpupillary distance lock.8. The binocular possesses a phase coated, BAK-4 Roof prisms.9. The binocular possesses a multi-coated lens.10. The binocular possesses a non-detachable objective and ocular lens covers.11. The binocular possesses twist up, retractable eyecups.12. The binocular will not exceed 6.5 inches in length.13. The binocular will weigh no more than 1.43 lbs (23.0oz).14. The binocular will be waterproof down to 3 feet of water for 15 minutes.15. The binocular will possess a matte black, tan or green lusterless finish.16. The binocular will possess a horizontal and vertical mil-dot reticle. The reticle shall be in 5 mil increments and positioned so as not to interfere with or obscure the target.17. The binoculars' reticle will be illuminated.18. The binocular will include a Laser Range Finder.19. The binocular will be attachable to the Individual Load Bearing Equipment (ILBE).20. The binocular will include a tan Tactical Storage Pouch that is attachable to the ILBE.21. The binocular will sustain 48inch drops as outlined in MIL-STD-810G Method 516.6 without degrading performance.22. The binocular possesses a rubberized armor coating.The Government is requesting a written capabilities document, herein referred to as "White Paper," from interested vendors capable of providing an existing Commercial and/or NDI meeting the operational attributes identified above. White Paper responses should include how the vendor intends to meet the technical requirements and provide a Rough Order of Magnitude (ROM) to pricing. Responses should also contain: a capability statement which includes information on the type of technology used, technical performance and specifications, pricing information (to include potential price breaks for greater quantity purchases), service history (to include any sales to U.S. and allied Militaries), Technology Readiness Level if not meeting a Commercial item definition as defined in FAR 2.101, a warranty package and a delivery schedule. The White Paper shall be no longer than 10 pages in length, with no font smaller than 10 point. Written responses can be in any format, but electronic media must be in Microsoft Word or Adobe Acrobat formats. Microsoft Excel 2003 or newer shall be used for performance specifications, pricing, delivery schedule, and where the application would assist. Attachment 1 to this document is a sample Microsoft Excel spreadsheet to be used for entry of performance objectives. RFI responses may be emailed or submitted on a CD.Both e-mail and mail submittals will be accepted, with e-mail being the preferred method. White Paper responses are due no later than (NLT) 4:00 P.M.
