- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The versions of provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-36 dated 8/11/09. The Export-Import (Ex-Im) Bank of the United States intends a sole source award for subscription services to Business Monitor International Ltd for one base year with four 1-year options. The applicable NAICS code is 519130-Internet Publishing and Broadcasting and Web Search Portals, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. Business Monitor International is source of news, economic, forecasts, and financial analysis for countries in the emerging markets. The research includes country and business operation rankings and risk appraisals, along with market intelligence and opinions from investment bankers and analysts. Also included is access to an archive of past reports. The Research Library is seeking access to two of BMI's databases: Industry Monitor Online and Emerging Markets Online (EMO). The Research Library also has access to similar sources such as the Economist Intelligence Unit, and ISI Emerging Markets. Moody's, Fitch, and S&P also include country and industry reports, but with a different focus. BMI is an important addition to the Research Library's databases because of the following: • Industry Monitor Online which covers the following industries, some of which are difficult to find comparable information on: Automotive, Chemicals, Defense & Security, Pharmaceuticals, Freight & Transport, Telecommunications, Oil & Gas, Petrochemicals, Commercial Banking, IT, Food & Drink, Tourism, Infrastructure, Insurance • Finding reports on these industries on a one-off basis from other research sources could cost anywhere between $500-10,000 per report • Industry Monitor only has proprietary Business Environment Rankings • Also included is industry specific historical data and 5 year forecasts in a benchmarking; this data would be difficult to aggregate elsewhere, and would have to be purchased in a separate database from another vendor • Emerging Markets Online has reports on emerging markets for which is it difficult to find information, including the Caribbean • EMO has proprietary country risk ratings, which can be used by the Country Risk, Business Development, Export Finance, and Asset Management Divisions of Ex-Im Bank • Many country research sources only report about a country's debt. EMO reports on debt, but also on equity, currency, and commodities • EMO has a proprietary Bond Sentiment Index that aggregates the external debt positions from ten investment banks. While this information is available elsewhere, it is not available in this aggregated format. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008)); 52.212-3 (Offeror Representations and Certifications-Commercial Items (Feb 2009)); 52.212-4 (Contract Terms and Conditions-Commercial Items (Mar 2009)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2009)); 52.217-8 (Option to Extend the Services); 52.217-9 (Option to Extend the Term of the Contract); 52.232-18 (Subject to Availability of Funds); 52.232-19 (Subject to Availability of Funds for Next Year); and 52.237-3 (Continuity of Services) for commercial items and services.
