Description
Naval Facilities Engineering Command (NAVFAC), Southwest, San Diego, California, is preparing to release a Request for Proposal (RFP) for Environmental Laboratory Services at various locations in the NAVFAC Southwest footprint: California and the islands of San Clemente and San Nicolas, Arizona, Colorado, Nevada, New Mexico, Utah, and also the NAVFAC Northwest footprint. This acquisition will result in a combination Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This procurement is unrestricted for competition amongst all interested firms. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 541380, Testing Laboratories. The contract will be awarded for a base period of one (1) year with four (4) option periods, and five (5) incentive award option periods. The minimum guarantee applies to the FFP portion of the base year. The Government intends to award without discussions. The scope of the Performance Work Statement (PWS) consists of Environmental Services (Sampling, Analytical, and Laboratory Management). The PWS also encompasses environmental field sample collection and laboratory testing which includes sample collection (routine or rush, specialized); lab testing (routine or rush, special requirements); data reports (routine, installation restoration (IR), various electronic data deliverables (EDD)); and a laboratory results portal. Services provided are highly regulated under Federal and State statues and regulations. FAR Part 15 is applicable to this acquisition. Contracts will be awarded based on "Best Value" to the Government, price and other factors considered. The Government intends to award a single contract. Proposals will be evaluated based on the following evaluation factors: Factor 1 - Past Performance, Factor 2 - Specialized Experience, Factor 3 - Commitment to Socio-Economic Programs, Factor 4 - Safety, Factor 5 - Contract Management, and Factor 6 - Technical Approach, and Factor 7 - Price. The Firm Fixed Price portion of the contract will be issued as Proposed Task Order 0001 (PTO 0001). A pre-proposal site visit and meeting will be held in San Diego, CA in early October 2009. Information and directions will be posted on the NECO/ FedBizOps website when the solicitation is released. All firms interested in attending the meeting must submit the Company Name, attendees Legal Name, email address, and phone number to Patty Olivas by email or fax at 619-532-1155. Due to space limitations, participation is limited to three (3) representatives from each firm. Costs associated with participating in the pre-proposal site visit/meeting or responding the solicitation will not be compensated. The solicitation will be available by electronic media only and can be downloaded free of charge via the Internet World Wide Web at http://neco.navy.mil or http://www.fbo.gov under pre-solicitation notice N62473-09-R-0202. There will be no paper copies of this solicitation issued. Amendments will be posted on NECO web site for downloading. This will be the only method of distribution; therefore, it is the Offeror's responsibility to check the web site periodically for any amendments to this solicitation. Offerors must be registered in the Contractors Central Registration (CCR) http://www.ccr.gov in order to participate in this procurement. The solicitation will be issued on or about 23 September 2009. The closing date for receipt of proposals will be indicated on the solicitation when it is released.
