- This action was awarded on a cost-plus- fixed- fee basis as a result of the three major uncertainties associated with the requirement: • The Department does not know the number of discretionary grant competitions that will be conducted each year. The number of competitions required will be dependent upon the Department's budget each fiscal year. • The Department can only estimate the number of reviewers that will be needed and the number of applications received for each competition. Exact numbers are not known until each competition is closed and all applications have been received and screened. • The Department does not know exactly how many application reviews will be on-site and how many will be electronic. Various factors can affect the decision to hold a review on-site as opposed to an electronic review including available funding, the number of applications and reviewers. The complexity of the applications and the need for reviewers to receive personal assistance throughout the review must also be taken into consideration. These uncertainties would have resulted in a significant risk premium if a firm-fixed-price task order was awarded; therefore, it was in the best interest of the Government to share the risk associated with the uncertainties by awarding a cost type task order.
