- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, 13.1, and 17.2 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The solicitation number is Q9512090134, and the solicitation is issued as a request for quotation (RFQ). This solicitation is a small business set-aside. All responsible small businesses concerns may submit a quotation that shall be considered by the agency. The NAICS code is 324121 with an associated small business size standard of 500 employees. This solicitation allows for single or multiple awards, and will result in award of one or more firm, fixed-price contract(s). The National Park Service, Olympic National Park, has a requirement for Class G Hot Mix Asphalt (HMA), as described below. "CLIN" means Contract Line Item. CLIN0001 - "STAIRCASE": The Government's intent is to purchase as many tons as possible of Class G HMA, for the amount of funds available. The actual quantity is unknown because it is entirely dependent upon the unit prices quoted, however, the Government estimates purchasing at least 80 tons. OPTION ITEM: The Government may need to increase the quantity if additional funds become available. The additional quantity shall be considered an option item, and shall not exceed 50% of the original quantity awarded. Delivery Location: This is a remote area of the park, without buildings or a physical address. Directions: At the NPS sign on U.S. Highway 101 for "Staircase," take State Highway 119 approximately 17 to 20 miles, ending at the bridge. CLIN0002 - "LAKE CRESCENT/HIGHWAY 101": Supply and deliver 300 tons of Class G HMA. Delivery Location: The Olympic National Park maintenance facility at Barnes Point is approximately 20 miles west of Port Angeles, WA off of U.S. Highway 101. QUALITY CONTROL: The distance to haul material is limited to a 60-70 mile radius from each project site for the purpose of maintaining temperature of the HMA. The Government intends the material to be delivered "hot," and not substantially cooled. The supplier shall schedule delivery to accomplish this. DELIVERY SCHEDULE: A work crew is scheduled to begin using the material the morning of Monday, October 14, 2009 at each delivery location. The contractor shall coordinate the first delivery Monday morning, September 14th. Anticipated completion date is Wednesday, September 16th. Point of contact information will be provided at time of award. PRICE SCHEDULE: The unit of measure for this contract shall be in tons. Weight tickets measured in tons shall be supplied at the delivery site and referenced on or attached to invoices. Invoices shall also be expressed in tons. The unit price shall include all costs and be quoted as a delivered price to the site. CLIN0001: Class G HMA $__________ per ton, delivered (estimating at least 80 tons but quantity subject to change). CLIN0002: Class G HMA $__________ per ton x 300 tons = $__________. Quoters should list any quantity discounts, or supply a price list, as well state when the quote expires. CLAUSES & PROVISIONS: It is the contractor's responsibility to be familiar with applicable clauses and provisions. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation. The Government will award one or more contracts resulting from this solicitation to the responsible offeror (or offerors) whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest price technically acceptable. Award is contingent upon one or more offerors capable of meeting the Government's requirements, e.g., supplying Class G HMA and delivering to both locations on 9/14/09 at a lay-down temperature of no less than 240 degrees Fahrenheit; in a combination that results in the lowest aggregate price to the Government. The Government may elect not to award both line items if it feels any quotation does not represent a fair and reasonable price. The government reserves the right to make award without discussions. Quoters must be registered in the Central Contractor Registration (CCR) database in order to be considered eligible for award. The CCR website is http://www.ccr.gov.
