Description
INTENT TO AWARD A SOLE SOURCE. The Office of the Secretary, Office of the Inspector General, Office of Investigations (OI) through the Department of Health and Human Services (HHS), Program Support Center (PSC), Division of Acquisition Management (DAM), intends to negotiate on a sole-source basis with Tracker Products, LLC, PO Box 1029, Florence, KY 41022. The statutory authority is 10 USC 2304(c), as set forth in Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The OI intends to purchase Evidence Tracker software, hardware and on-site setup and training, as well as annual renewals to include support and upgrades. The period of performance includes one 12-month base period and four 12-month option periods. OI requires a web-based evidence management system that has been tested and used by other law enforcement agencies, that provides the ability to use barcode scanners to track and manage pieces of evidence and property. Tracker Products is the only vendor that meets all of these functional requirements with its product Evidence Tracker. Evidence Tracker allows for a centrally managed evidence tracking system that does not require software to be installed on end users’ computers. A web-based solution provides users with a familiar look and feel of the product, and does not require extensive training that can be associated with specialized software application. Further, Evidence Tracker is currently in use by many law enforcement agencies and other types of government entities throughout the country. The system has been used by law enforcement agencies of all sizes, in different configurations, and with varying applications. By using an established system, the validity of the system will not have to be shown in court if challenged. OI would have to show that a developed system is capable of managing evidence to comply with Federal Rules of Evidence. Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the products and services required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; THEREFORE, REQUESTS FOR SUCH DOCUMENT WILL BE CONSIDERED INVALID RESPONSES. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 15 days from the date of this synopsis, the Contracting Officer will proceed with the award.
