- DESCRIPTION: The VA Nebraska-Western Iowa Health Care System, Omaha Division is soliciting bids for the procurement Network Cabling at the Omaha VA Hospital. The solicitation will be available on September 7, 2009. THIS PROCUREMENT IS SET-ASIDE FOR SMALL BUSINESS. THE STATEMENT OF WORK IS BELOW FOR INFORMATION:'Statement of Work Network CablingNWIHCS Omaha Nebraska. 1.0Objective1.1Nebraska-Western Iowa Health Care System is seeking contractor resources to support a requirement to install and relocate network cables in support of various construction and equipment installation activities at the Omaha, Lincoln and Grand Island locations. The installation activities are driven by a dynamic set of circumstances and are to be directed on a week by week basis. 1.2Materials for this effort will be provided by the vendor and compliant with specifications referenced in the hardware specifications segment of this soliciatation. 1.3The vendor must comply with various hospital security and safety controls in order to minimize impact to patient care safety and security. Contractor support is required to supplement existing IT resources. Without this support, NWI is limited in the level of equipment deployment that can be achieved and operational departments will not meet desired efficiency objectives. 2.0Functional requirements2.1Instalation of Cat 6 Cabling 2.2Instalation of necessary cable trays, raceways, conduit, plenum, and other wire management. Within current raceways, in current piping when/where available. Otherwise get approval to run new path prior to installing. 2.2.1No ceiling tiles will be left out over 3 hours at a time. No ceiling tiles will ever be left out overnight.2.2.2All penetrations, without fail, through any medium will be followed up with fire proofing, fire putty or pillows.2.2.3All penetrations through walls above the ceiling will be tagged with the date and name of vendor.2.3All installations will be terminated, labeled and tested to the CAT 6 qualification standardEach Quad installation includes:RJ45 connections (blue-phone, beige-data)568B wiring standard for punch down4Cat 6 cables, 2 data, 2 phone4 hole plate on wall or box when necessary to install on wall with plenum cable covering.2.3.1Wall & closet locations will be marked with correct naming of each.2.3.2Each connection will be tested to ensure it is within acceptable range of industry standards.2.3.3Maximum distance = 100 meters2.3.4Provide approved patch panels w/cable management when necessary in closets2.4Move current lines to new locations when required and requested of contractor.3.0Each technician working on-site at any of the NWI locations will be bonded and submit to a background check. One lead technician will be assigned for the life of the contract.4.0Any variations will be approved prior to proceeding. 5.0Tasking5.1The resources will be capable of independent work with minimal supervision.5.2Tasking will be funneled through the IT organization. 5.3Technicians are required to check in with the OI&T office upon arrival at facility to obtain access and basic instruction/explanation/location information. 5.4Technicians will be escorted at all times by OI&T personnel unless background investigations and annual SAT/ROB are completed and contractor is in compliance with Special Directive 6500.5.5Technicians will sign in/out for each closet they are working in each day. 6.0Technical Requirements6.1Technical Requirements must meet the standards put forth in the attached Department of Veterans Affairs Electrical Design Manual for New Hospitals, Replacement Hospitals, Ambulatory Care, Clinical Additions, Energy Centers, Outpatient Clinics, dated March 2008 7.0Proposal Response7.1Contractor will generate proposal which demonstrates capability to satisfy all requirements.7.1.1Proposal will identify costs.7.1.2Proposal will include sample tasking templates.7.2Samples of work performed from similar environment may be submitted to support validation of capabilities 8.0Response Time8.1 72 hours for non-emergent needs8.2 within 24 hours for emergent needs 9.0Government responsibility9.1The VA will provide direction and accounting 9.2Period of performance for this contract shall be 1 (one) year w/option for renewal each of the following 3 (three) years at our discretion. 10.0Evaluation10.1The contract shall be awarded based on the following assessment values(see Attachment A for details of Evaluation)10.1.1Technical 10.1.2Past performance references10.1.2.1Provide names and contacts for companies this type of service has been provided to in the past 3 years.10.1.3Cost/Price10.2The performance throughout the contract shall also be assessed and in cases where estimates are exceeded or are not cost effective discontinuation of the contract may result. Attachment A Evaluation Factors for Proposals Proposal shall be evaluated on the criteria below. All evaluation factors, other than cost or price, when combined, are significantly more important than cost or price. I.Technical Evaluation Criteria A.Experience: In order to be considered for award, the offeror must provide information regarding previous cable installation experience. Information should include the number of years of experience performing installation of data cables in a complex, data environment., \Information provided should demonstrate experience within similar (multi-story/hospital) work environments. B.Personnel Qualifications: In order to be considered for award, the offeror must be able to provide the personnel needed to complete all phases of the work stated in the statement of work, present a management plan that indicates the availability of the personnel, and meet the minimum experience requirements. At a minimum, offerors will include personnel with experience in cable installation 1.Personnel shall have professional certifications related to the work being requested and as stated in the Department of Veterans Affairs Electrical Design Manual.2.Personnel shall be able to pass and maintain security clearance as required by the Department of Veterans Affairs. C.Management Approach: At a minimum, the offeror will define expectations for how requirements need to be specified, how task orders will be handled and how work will be delivered. 1.Provide a management organization plan that among other items shows how the work will be managed to ensure the success of the contract from a professional, cost and time perspective.2.Provide detailed information on staff (candidates) to allow contract selection to factor in specific skills and capabilities. II. Past Performance: The offeror will provide a minimum of three past performance references for work similar in cost and technical scope. Past performance references shall identify the Agency name and point of contact phone number, contract or delivery order number, a brief scope of contract, and contract value. III. Cost Proposal The offeror will provide rates by distance intervals. i.e. Up to 50' long, 51-100' long, 101-200' long, 201-max allowable. The per rate costs will include labor and any miscellaneous hardware connections required for installation. IV. Logistics The offeror will identify any on-site storage needs as a component of this proposal. Requests for storage after the contract has been awarded will be negotiated in conjunction with the contracting officer. V. Interview There will be an interview for those that are considered the most qualified for this work. The following questions will be asked and would like your response in writing to these questions with your proposal. 1.Please describe your experience in installing network cabling. For the following set of questions please rate your experience as follows1 - Novice2 - Experienced3 - Very Experienced4 - Expert 2. What is your experience in dealing with Healthcare installations?3. What is your experience in supporting specialized cabling needs?4. What is your experience with labeling strategies for network systems installations?5. What is your availability (how many hours per week)?6. What is your process for responding to an emergency request? (What communication methods will be available - e.g. Cell # we can contact / e-mail )7. Please provide an example of standard testing results that we can anticipate to ensure cabling meets cat 6 standards.8. Please list certifications for your technicians and any company held certifications.
