- The Directorate of Contracting, Fort Campbell, KY, has a requirement to Provide CASA 212 Aircraft and Pilot for parachute training at Fort Campbell, KY, 28 September 2009 through 2 October 2009. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W91248-09-Q-A043 is issued as a Request for Quote (RFQ). Requirement is to Provide Aircraft and Pilot for Parachute Jumps/Training. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. Acquisition is set aside for small business concerns. The NAICS Code is 481219 and the small business size standard is 1,500 employees. Aircraft must accommodate both Static Line and Halo jumps. The Government will provide a secure area where aircraft can be parked when not in use. Offerors must be on the approved AMC/A3B Intrastate Paratroop Carriers List. Wage Determination 2005-2187 Revision 8 dated 07/15/2009 is applicable and attached to this document. Offerors are required to submit proposed daily price for five (5) days of service. The provision at 52.212-1 Instructions to OfferorsCommercial Items, is applicable and is addended as follows: Paragraphs (b)(5) (b)(10), (d), (e), and (h) are deleted. This provision is further addended to incorporate 52.252-1 Solicitation Provisions Incorporated by Reference (Fill-in information - www.gsa.gov); 52.216-1 Type of Contract (Fill-in information, firm fixed-price; and 252.204-7001 Commercial and Government Entity (CAGE) Code Reporting. The provision at 52.212-2 EvaluationCommercial Items is applicable; evaluation factors are Technical (consisting of Qualifications contractor must be on the approved list of Air Mobility Command A3B Intrastate Paratroop Carriers List) and Price. Technical Factor is slightly more important than Price. The Government intends to make a single award to the responsive and responsible offeror whose offer is most advantageous to the Government considering price and non-price related factors. The successful offeror must be registered in CCR (Central Contractor Registration). CCR website is https://www.ccr.dlis.dla.mil/ccr/scripts/index.html.
