- INDEFINITE DELIVERY TYPE ARCHITECT ENGINEER (A-E) CONTRACT FOR SURVEYING AND MAPPING SERVICES FOR THE DETROIT DISTRICT, U.S. ARMY CORPS OF ENGINEERS. 1. Contract Information: Surveying and mapping services, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are required for various projects within the Great Lakes basin in support of the Detroit District. Two contracts are anticipated to be awarded. 2. One contract will be solicited unrestricted and will have one twelve-month base period with four twelve-month option periods. The proposed services will be negotiated and obtained through the issuance of individual, fixed-price task orders. The ceiling for the base year and each option year is $800,000. An option may be exercised when the contract amount for the base period or proceeding option period has been exhausted or nearly exhausted. Individual, fixed-price delivery orders will not exceed $400,000. The maximum ceiling for the base year plus the option years of the contract will not exceed $4,000,000. Minimum guaranteed amount for the contract is $2,500. 3. The other contract will be solicited as a small business set-aside and will have one twelve-month base period with four twelve-month option periods. The proposed services will be negotiated and obtained through the issuance of individual, fixed-price task orders. The ceiling for the base year and each option year is $200,000. An option may be exercised when the contract amount for the base period or proceeding option period has been exhausted or nearly exhausted. Individual, fixed-price delivery orders will not exceed $200,000. The maximum ceiling for the base year plus the option years of the contract will not exceed $1,000,000. Minimum guaranteed amount for the contract is $2,500. 4. The estimated award date of the contracts is March 1, 2010. North American Industrial Classification System code is 541370, which has a size standard of $4,5,000,000 in average annual receipts. This announcement is open to all businesses regardless of size for the first contract, and is set-aside for small businesses for the second contract. Large businesses must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for the Detroit District, which will be considered in the negotiation of this contract are (1) at least 32% of a contractor's intended subcontract amount be placed with small businesses (SB); (2) at least 18% of a contractor's intended subcontract amount be placed with small disadvantaged businesses (SDB); (3) at least 5.8% of a contractor's intended subcontract amount be placed with women-owned SB (WOSB); (4) at least 3% of a contractor's intended subcontract amount be placed with service-disabled veteran-owned SB; (5) at least 10% of a contractor's intended subcontract amount be placed with HUBZone SB; THE SMALL BUSINESS SUBCONTRACTING PLAN IS NOT REQUIRED WITH THIS SUBMITTAL. The wages and benefits of service employees (see FAR Subpart 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR internet site at http://www.ccr.gov/ or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. This procurement is UNRESTRICTED. 5. Project Information: The work consists of surveying, mapping, and related services which include but are not limited to the following: topographic surveys, horizontal and vertical control, property surveys (real estate), hydrographic surveying; photogrammetric mapping, terrestrial scanning, volume computations, GIS, and computer aided drafting and design (CADD). Surveys will be performed primarily at various project sites throughout the Great Lakes region but could include services within the Great Lakes and Ohio River Division Boundaries. 6. Selection Criteria: See Government Wide Numbered Note 24 for general selection process. Firm must demonstrate in their submittal the ability to meet the selection criteria. The selection criteria are listed below in descending order of importance. Criteria ‘a' through ‘e' are primary factors. Criteria ‘f' through ‘h' are secondary factors and will only be used as "tie-breakers" among technically equal firms. a) Specialized experience and technical competence: (1)Surveying and mapping expertise related to topographic surveying, control surveying, and boundary (real estate) surveying. (2) Establishing vertical and horizontal control at project sites. (3) Experience merging topographic and hydrographic survey data. (4) Hydrographic surveying including multi-beam surveying. (5) Photogrammetric mapping, terrestrial scanning, and computer-aided design and drafting (CADD). (6) Own or lease total station, Global Positioning System (GPS) equipment, CADD processing and plotting equipment, and general surveying equipment. Own or lease hydrographic survey system and software capable of performing soft bottom dredging support hydrographic surveys as described in Chapter 3, EM 1110-2-1003, Hydrographic Surveying manual. (7) Ability to deliver drawings in Microstation design file (.dgn) format and ARC/INFO GIS format. (8) Quality management procedures. The evaluation will consider project experience of the firm and any consultants highlighting similar technical criteria. b1) Capacity to accomplish the work for the unrestricted contract: Capacity to perform two $400,000 task orders within a 6 month period and to execute multiple task orders simultaneously for the unrestricted contract. The evaluation will consider the experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines (party chiefs, survey technicians, CADD technicians, hydrographic surveyors, GIS Specialists, and supervisory surveyors). Describe owned or leased equipment that is available to perform this work in Section H on SF 330. b2) Capacity to accomplish the work for the small business set-aside contract: Capacity to perform two $100,000 task orders within a 6 month period. The evaluation will consider the experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines (party chiefs, survey technicians, CADD technicians, hydrographic surveyors, GIS Specialists, and supervisory surveyors). Describe owned or leased equipment that is available to perform this work in Section H on SF 330. (c) Professional Qualifications: Registered land surveyors in Michigan, Wisconsin, Minnesota, and Indiana. The evaluation will consider education, training, certifications, registration, and relevant experience and longevity with the firm of key technical personnel. d) Past Performance. Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. The evaluation will consider all relevant information illustrating QA/QC implementation, adherence to budget and schedules, and recommendations. e) Knowledge of the Great Lakes Area. Knowledge of the locality with respect to vertical datums, coordinate systems, and boundary (property) surveying in the Great Lakes area. f) Volume of DoD Contract Awards. Volume of DoD contract awards in the last 12 months. g) Geographic Proximity. Geographic location of the principal surveying office within the Detroit District boundaries. h) Extent of participation. SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. 7. Submission Requirements: Interested firms having the capabilities to perform this work must submit six copies of SF 330 to the US Army Corps of Engineers, Detroit District, 477 Michigan Avenue, Room 700, Detroit, MI 48226, ATTN: Darryl Williams, Contract Specialist, not later 5 October, 2:00 P.M. local time. The SF 330 should specifically address the requirements of this announcement. See SF 330 note 24 for general submission requirements. The firm shall present a proposed organization chart and a narrative describing how the organization will function, including how the QA/QC plan will be implemented. The firm shall identify those functions to be subcontracted out and where those subcontractors are located. Include the firm's DUNS number for the prime and key subcontractors in SF 330, block 10. In Block 30, describe owned or leased equipment that will be used to perform this contract as well as CADD capabilities. As required by acquisition regulations, interviews for the purpose of discussing prospective contractor's qualification for the contract will be conducted only after submittal review by the selection board. Interviews will be conducted by telephone. 9. Page Limitations: Section E shall be limited to 10 pages. Section F shall be limited to 10 projects, 20 pages total. Section H shall be limited to 15 pages. The page count is limited to single-sided, 8.5x11 copies. Pages in excess of the maximums listed will be discarded and not used in evaluation of the selection criteria. Page sizes over 8.5x11 will be discarded and not used in evaluation of the selection criteria. Cover letters, company literature and extraneous materials are not desired and will not be considered.
