Description
This is a Sources Sought Synopsis there is no solicitation available at this time. Requests for a solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing (3 ea.) Terahertz Imaging System for the Air Force Institute of Technology (AFIT) at Wright-Patterson Air Force Base OH. The minimum requirements are listed below: 1. Camera must collect Terahertz radiation in the 255 Giga-Hertz frequency region. 2. Camera software must convert the terahertz emission to an image. 3. Camera software must give access the raw unprocessed images. 4. Imager system must include a bore- CCD camera. 5. Camera must include the capability to switch from standard mode to faster scanning mode at a reduced field of view. 6. Camera must scan faster than 4 hertz in fast scanning mode. 7. Camera must employ passive screening technology. a. Safe and non-invasive b. No privacy violation c. No anatomical detail must be shown in the image 8. Must be able to detect/screen for a wide range of concealed objects such as a. Explosives b. Composites c. Metals d. Narcotics e. Currency f. Liquids 9. Must be able to identify concealed threats or contraband on stationary or moving subjects at various stand-off distances to 25 meters. 10. Must be constructed using a weather resistant enclosure for use in diverse locations. 11. Imager system must use Laptop computers for instrument control and data acquisition. 12. Must be able to connect a tripod or rigid mounting platform. 13. Must include a Tripod mounting system. 14. Must include pan and tilt mechanisms for a tripod. 15. Must be able to accept industry standard pan/tilt units. 16. Must use a ruggedized laptop PC linked using standard Ethernet connection. 17. Imager must be equipped with a calibration target kit with a waterproof case. 18. Must be light weight and portable. The North American Industry Classification System (334413) code for this requirement is "334413 Semiconductor and other related device making," size standard 500 employees applies. The responses to this synopsis will be used for a market survey analysis to determine if the contemplated acquisition will be conducted under full and open competition or as a set-aside under small business set-aside or 8(a) procedures. This sources sought synopsis is not a request for proposals; it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a Request for Quote (RFQ). Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this sources sought request. Contractors who believe they possess the required expertise and experience shall submit one copy of their technical capabilities in writing to Ms Linda Fuller, electronically to Linda.fuller@wpafb.af.mil. Responses must be received not later than 12:00 a.m. September 17, 2009. All documentation shall become the property of the Government. Firms responding must indicate the following information: Eligibility to the 8(a) program. Indicate the business size: small business or small disadvantaged business, veteran owned small business or HUBZone certified, and indicate the appropriate NAICS code. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
