Description
This contract action was accomplished using other than competitive procedures because this is a task/delivery order where an exception to fair opportunity requirements was approved due to Other Statutory Authority (DFARS 208.405-70(b)(1) or DFARS 216.505-70(b)(1)). The Los Angeles District, U.S. Army Corps of Engineers proposed to issue a new POCA contract and a new task order for the Repair of the HVAC system for Dorm Quad Building 2516 to Building 2519. 1. The HVAC System shall be properly met and sized to properly condition the building in accordance with the latest industry standards including CA T-24. Cooling systems based on ASHRAE 1% design day. For Edwards AFB this will be 103 deg F dry bulb outside air Temperature with a 68 degree F mean coincidental wet bulb. Heating systems based on ASHRAE.6% design dry bulb of 37 degrees F. Indoor design conditions will be 75 degrees F cooling space temperature and 68 degrees F heating space temperature. 2. Furnish and install a 4-pipe underground hydronic water distribution system for the eight (8) dorm building in the housing complex. Sizing and route of piping distribution to be determined by the Air Force. 3. Remove refrigerant form the existing dormitory A/C systems using government furnished containers, and return to the 95 AWB/CETA HVAC shop. Provide an inventory of the amount of refrigerant recovered. 4. Demolish the following equipment form each building: hot water storage tank, boiler, pumps, and hot water pipe on the mechanical room sufficient to allow connection to the domestic hot water pipe. 5. Furnish new indoor 4-pipe (hot water heating/chilled water cooling) fan coil units (design phase of the project will determine exact selection). Storage room will have heating only fan coil units. 6. Furnish and install a 4-pipe hydonic system for the dorm buildings. 7. Furnish and install a total of six (6) American Standard D-80-512 domestic hot water heater/boilers throughout the dormitory mechanical rooms as directed by EAFB. 8. Insulate all new mechanical piping as needed. 9. Patching of stucco or drywall. 10. Flush chilled and hot water loops with clean water; clean strainers through-out the system.
