Description
The purpose of this amendment and the previous one is to name the National Institute of Environmental and Health Sciences (NIEHS) as a partner on this requirement. This amendment revises the Presolicitation notice as stated below. 1. The first sentence of the notice is revised to read as follows: “The National Institute of Biomedical Imaging and Bioengineering (NIBIB) and the National Institute of Environmental and Health Sciences (NIEHS) require the services of a contractor to establish,...................." The National Institute of Biomedical Imaging and Bioengineering (NIBIB) and the National Institute of Environmental and Health Sciences (NIEHS) require the services of a contractor to establish, curate, and maintain an authoritative science driven nanomaterial registry, whose primary function is to provide consistent and authoritative minimal information about nanomaterials (MIAN) on the biological and environmental interactions of well-characterized nanomaterials, as well as links to associated publications, modeling tools, computational results and manufacturing guidances. It will provide a curated data source and assessment information on the health and environmental effects of well-characterized nanomaterials. A set of minimal information about nanomaterials, ontology, and standards will be developed through a community effort with broad representation to establish the authoritativeness of the registry. Data evaluation criteria, the curation process, and the level of compliance will be established based on the MIAN, ontology, and standards to guide the curation and evaluate the data collected in the registry. The authoritativeness of this registry will be based upon community consensus and a quality compliance system. The MIAN and the Ontology must be developed with broad-based community consensus from the major nanomaterial, environmental, biomedical and regulatory stakeholders in academic, industry, and government agencies, and must incorporate the state-of-the-science and all applicable standards. Specific services required under this contract include: demonstrated research experience, publication, and understanding of the importance of characterization parameters on nanomaterial-biological interactions and determining the capacity of biological assessment platforms to provide knowledge on the biological activity and toxic potential of nanomaterials; design, develop, maintain, operate, and upgrade a web-based nanomaterial registry; curate minimal information about nanomaterials for biological applications from existing databases; provide a single, authoritative source that links evaluated data for a particular nanomaterial or class of nanomaterials, from existing public databases; facilitate the efficient search, query, and reporting of the data; make it easy to compare physicochemical data, biological function, environmental fate, in vivo characterization information, and safety and toxicology data, etc. across different laboratories and data sources; facilitate the translation of new nanomaterials for biomedical and environmental applications; facilitate the development of new models, standards, assays and manufacturing methods; and provide a forum to engage the community in promoting standards, consistent information, and reliable information for regulatory decisions The intended users of the registry are researchers who develop, characterize or utilize nanomaterials for biological, medical and environmental applications. The established nanomaterial registry will benefit users by providing a mechanism to find all types of data and information about a particular nanomaterial of interest. The nanomaterial registry shall provide a mechanism to allow interoperability among databases. It is anticipated that one cost reimbursement contract award will be made for a period of three years with three option years beginning on or about November 30, 2009. The solicitation will be made available electronically on or about September 3, 2009 and may be accessed through the Internet at the following address: http://www.fedbizopps.gov. Proposals will be due on or about October 5, 2009. Offerors are responsible for downloading their own copy of the solicitation and amendments and for routinely checking the Internet site for any possible solicitation amendments that may be may be issued by the Government. All responsible sources may submit a proposal, which shall be considered by the NIBIB and NIEHS. This advertisement does not commit the Government to award a contract.
