Description
AMENDMENT NO. 2 IS ISSUED TO PROVIDE ANSWERS TO QUESTIONS AND PROVIDE CLARIFICATION ABOUT THE PROJECT. This requirement is SET-ASIDE under the BUY INDIAN ACT. Offerors must state they are 51% owned by one or more Indians or an Indian Tribe and acknowlege that they will perform at least 15% of the work with your own employees. Due to the inability of BIA to determine how much panel furniture will be left for disposal, please provide the following information regarding disposal: Quotes for Line Item No. 2, are to be provided by percentages of the total amount of panel furniture that will be disposed of. Example: 100% = 75 Stations, 75%=57 Stations, 50%=38 Stations, etc. Contractor shall be responsible to remove items for disposal so that the property is not damaged and if damage does occur, the contractor will be responsible for any damages. 1. What is the brand name of the paneling? Are all of the paneling the same brand, and if not what other brands are represented? TAB, Herman Miller, Allsteel, Steelcase and AIS. 2. What location is there to park dumpsters for the work period? To be determined. 3. If on-site, is there a leasing fee for dumpsters for that time? To be determined. 4. If off-site, what is the nearest location to park dumpsters? Contractor is responsible to locate. 5. Will the winning vendor be required to dispose of the unwanted items into a government salvage operation or are we free to dispose of the items ourselves? Or in other words do we obtain ownership once the items leave the site? Contractor is responsible for disposal. BIA will provide documentation to the vendor that they are authorized to dispose..6. Can you clarify what is meant by stage in the first paragraph on page two of the RFQ? Do you mean stage as in prep for loading trucks with the items? Stage disassembled workstations in same area. This will be done so that outside agency personnel may easily identify and locate the furniture they are picking up. After this process is complete, the vendor may then stage items for disposal in a convenient area within the four BIA floors. 7. Can you clarify what type filing systems, are these high density files that are on tracks or some other high density filing system? Times Two Filing Systems and TAB Sidetracks. All are located on tracks. Vendor is responsible to disassemble files systems and remove tracks from floor in preparation for disposal. 8. Can you advise what type of furniture is in the 32 offices noted? Is this wood modular type? Various brands of modular wood furniture. 9. Can you provide an approx square footage of space to be cleaned? 10th Floor - 12,500 SF12th Floor - 24,000 SF13th Floor - 24,000 SF14th Floor - 20,000 SF 10. I am not sure what is meant by paragraph 5 of page two where it talks about the allowed time may need to be extended pending status of excess furniture being picked up? Is there more furniture than that noted in line item 1 and 2 to be disposed or is this the same furniture? Should the excess furniture get picked-up within a shorter timeframe than anticipated, the contractor will be allowed additional time to perform Phase II & III. For example: If all the excess furniture is removed by September 18, 2009, the vendor would be given the approval to start work September 19, 2009. 11. Can we get Floor Plans of the Existing building? Floor plans are not available. 12. Can you provide for the Panel Stations - Brand Name and Size (i.e. Steelcase 8x8)? Average panel stations is 8x10. 13. For the Offices can you provide the Brand Name and whether they are Free Standing or Wall mounted furniture? There is a combination of wall mounted and free standing furniture with a combination of brands. 14. For the Large File Systems can you provide the Brand Name, Size? Whether the files are manual or electric? Who is disconnecting the electric? Files are manual. 15. Disposal Confirmation: We are disposing of about 80 panel stations, 32 office sets, 2 Large File Systems, 10 Conference Room tables/chairs, and break room? Please confirm. DISASSEMBLE: All panel stations, office sets, 2 large file system, conference room tables. DISPOSAL: ESTIMATED 80 panel stations, unknown amount of office sets, 2 large file systems, miscellaneous equipment, and furniture. 16. We understand the requirement of 2 days to perform take-down, staging, Excess Pick-up, removal and disposal, and cleaning. This is an extremely aggressive schedule. Excluding coordination of excess pick-up by others, this would typically be a 6 day project. It can be completed in 2 days, but will require 2-3 shifts of install teams. Just a comment to let you know the impact of the schedule. There are 2 separate timeframes for performance: Disassemble/Staging Performance Period: October 5, 2009 thru October 9, 2009 (5 Days) - Normal Business HoursDisposal/Clean-up Performance Period: October 24, 2009 thru October 25, 2009. (Tentative - See Item No. 10) 17. When is absolute Lease Termination Date? October 25, 2009 18. Please note that the project duration will hinge on the excess being picked up promptly (almost immediately after tear down), facility access, and elevator size and dedication. Acknowledged 19. Do you have a budget that we need to meet in our pricing and if so can you tell me what that is? No. 20. Where is dock area located? Is it enclosed (part of building) or "open air"? If enclosed, what are the size limitations of trucks entering dock area? Maximum height? Maximum length, including cab? Maximum width? Dock is located on the Southeast side of 400 N. 5th Street, 2 Arizona Center Building. Dock information will be provided after award. 21. Can an "open" top dumpster be stored in dock area for disposal items? Pending response from APS Bldg. Mgt.22. Any obstructions around dock area that needs to be mentioned? None 23. Is dock area available 24/7? Yes, for weekend 24. Security at dock? Yes 25. Procedure (rules/regulations) for dock area? Will be provided after award. 26. Security escort mandatory for after hours work? Cost? Responsible party for cost? Yes, building will provide security. 27. Who is responsible for arrangements with Security? BIA is responsible to make arrangements with security. 28. Security available 24/7? Yes 29. Is there a "freight" elevator available? Padded? Available 24/7, or requires special arrangements? Padded freight elevator available 24/7 on the weekend. 30. Need to schedule elevator? BIA will schedule. 31. Need escort / special access for use of elevator? Can freight elevator be "locked off" for contractors use only? Release of "lock off" key for contractor use? Will be coordinated after award. 32. Do telephone/data wiring above ceiling/under raised floors need to be removed? Raised flooring removed or can it be abandoned? Not applicable to this scope of work. 33. Do electrical "whips" for workstation connection need to be removed? If so, then an electrician will be required. Not applicable to this scope of work. 34. Can phone lines/electrical/data lines be abandoned? What is to be done with the tele/data lines coming out of the walls? Not applicable to this scope of work. 35. Do all tele/data racks and/or server racks need to be removed? Not applicable to this scope of work. 36. What needs to be done to "Museum Room" to prepare it for Landlord acceptance? Special climate control equipment removed (special HVAC units) ? Who is responsible for removal / disposal of special equipment? Not applicable to this scope of work. 37. Who is responsible / who is making arrangements for small building repair, i.e., walls, carpets, doors, ceilings, etc? Not applicable to this scope of work. 38. What is language in Lease specifying how the space is to be turned over to Landlord, i.e., what condition? Contractor only has to be concerned with what is in the statement of work. 39. Security: Information to be provided after award 42. Has moving company been awarded the move contract? Who is the moving company and contact information? What is the date of the completion of the move? Contact information or awarded moving company would assist in utilizing same company and their staff for additional work pertaining to RFQ (instead of possibly using a different company). Not applicable to this project. 43. Performance Period is only for 2 days, Saturday/Sunday October 24th and 25th compared to original sent proposal outlining 10 days for project. Is project to be completed during "off hours"? Can work (the disassembly) be performed during normal business hours and the removal during "after hours"? Clean up cannot occur at same time as staging/disassembly. See Item No. 16 44. Is staging requirement the same as previously, i.e., color coded? Staging of furniture in existing areas? How long is the furniture to be staged? What happens to furniture not picked up? No color coding to be used. Furniture to be staged in existing area for pick-up. Furniture not picked-up will be disposed. 45. How many and what type of "large" filing system is being disassembled? Is it a Times 2 or a mobile file system on glides? Is it to be staged or for disposal ( 2 large file systems are listed under both Phase 1 and Phase 2)? See Item No. 15 46. Who has made arrangements for the "pick-up" of staged furniture/equipment? What is the time line schedule for "pick-up"? BIA is handling staging scheduling. 47. Verification of the following: Workstations: ESTIMATED: 175, Offices: 28, Conference Room Tables: 10, Breakroom: 0 Filing System: 8 Total File Systems - a) 4 Files Systems to be disassembled & moved by a separate contractor, but contractor under this contract will be responsible to remove and dispose of rails/hardware that Files were on. b) 2 File Systems to be disassembled/staged in same location for possible pick-up by another agency, c) 2 File Systems to be disassembled/stages for disposal.. 48. Disposal-Where is it located? Contractor is responsible to find disposal area/facility. 49. Can building accommodate all clean-up debris? No 50. Will there be a BIA rep on site throughout the project to answer questions? Available "after hours"? Yes 51. Will BIA Office identify items for disposal versus staging? Yes 52 What type of "equipment" is to be for disposal/staging? Please describe. Office equipment, supplies, trash 53. Will the government be providing dumpters for the disposal of the workstations furniture equipment and large filing systems or will the contractor be responsible hauling the project off? Contractor will be responsible for dumpsters and disposal. 54. it is not quite clear of what furniture for staging???? or where you need the furniture staged (on site? See Item No. 44. 55. Will there be a time extension for the bid? Was extended to September 4, 2009. There will be no more extensions. 56. Will there be a time extension for the project completion (in lieu of performing the job over a weekend)? See Item No. 10. 57. Please verify that the scope of work does not include the 11th floor. SOW does not include the 11th Floor. 58. Is there a mandatory self performance % for the awarded bidder? Yes, it is in accordance with the NAICS code. 59. Will the wall mounted items (not furniture) need to be removed and staged? No 60. Is there a bonding requirement? No 61. Will all work be performed in the same mobilization? See Item No. 16 62.
