Description
The United States Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns, for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB) or for Small Business. The small business size standard is less than 1,000 employees. The estimated value of this procurement is between $250,000.00 and $300,000.00. The NAICS Code is 336611. The acquisition is for DRYDOCK repairs to the USCGC BELUGA (WPB-87325), a 87 Foot Patrol Boat. The vessel is homeported in Norfolk, VA. All work will be performed at the contractor’s facility. This vessel is geographically restricted to 300 Nautical Miles from the cutters homeport of Norfolk, VA. The performance period will be THIRTY-EIGHT (38) calendar days with a start date of 19 October through 25 November 2009. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC BELUGA (WPB-87325), 87 FOOT CUTTER. This work will include, but is not limited to: 1. Clean and Inspect Fuel Service Tanks 2. Clean and Inspect Grey Water Tank 3. Clean and Inspect Sewage Collection and Holding Tanks 4. Clean Sewage Piping System 5. Inspect Pilothouse Aluminum Deck 6. Clean and Inspect Simplex Sea Strainers 7. Overhaul and Renew Sea Valves 8. Perform Ultrasonic Thickness Measurements – Underwater Hull Plating 9. Remove, Inspect, and Reinstall Propeller Shafts 10. Repair Shaft 11. Straighten Shaft 12. Renew Intermediate Water-Lubricated Shaft Bearings 13. Renew Aft Water-Lubricated Shaft Bearings 14. Remove, Inspect, and Reinstall Propellers 15. Perform Minor Repair and Recondition of Propeller 16. Remove, Inspect and Reinstall Rudder Assemblies 17. Preserve Underwater Body - "Partial" 18. Preserve Underwater Body - "100%" 19. Modify and Renew Cathodic Protection System 20. Routine Drydocking 21. Provide Temporary Logistics 22. Preserve Bilge Surfaces in the Lazarette 23. Inspect Sea Chest Riser Piping and Flanges 24. Renew Depth Indicating Transducer 25. Renew Hatch Coaming 26. Create Forepeak Void 27. Install AFFF Bilge Sprinkler System 28. Install A/C Rupture Disk Overboard Vent Line 29. Prepare and Prime Main Deck Surfaces 30. Inspect RHIB Notch Skid Pads 31. Install Forward RHIB Notch Skid Pad Stud 32. Install Dirty Oil Tank Liquid Level Indicator All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. Your response is required by September 10, 2009. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Service-Disabled Veteran-owned Small Business set aside or Small Business set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone or SDVOSB small business set aside, or a Small Business set aside, will be posted on the FedBizOps website at http://www.fedbizopps.gov.
