- RECOVERY - In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009, Pub. L. 111-5, the Government posts this notice of intent to issue a Request for Proposal (RFP). This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. This solicitation is being issued as an RFQ #Q533009A661. The U.S. Department of the Interior, National Park Service, San Juan National Historic Site, located in Old San, PR, has a requirement to fabricate new metal hardware for 12 cannon carriages. This solicitation is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 811310 and the size standard is 7 M.The Government intends to award a firm fixed price contract in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. Receipt of the award is contingent on the recipient's meeting the requirements in Section 1512 of the Recovery Act."Description of Services. The contractor shall provide all labor, materials, equipment, and supervision to fabricate new metal hardware for carriages that will be constructed out of structurally appropriate metal. Hardware will be constructed for barrels of catalog # 1, 87, 2746, and 2756. All hardware for carriage will be custom built for the different size barrels. The metal hardware, the cannon carriages will match the Spanish design and joinery of the 1750-1800 period. Each component will be fabricate and sanded to remove the machine marks. Point of Contact. The contractor will have access to buildings during the hours of 8:00 a.m. - 4:30 p.m.Contractor Qualifications. The contractor shall be bonded, licensed, and properly insured. Contractor will have vehicle insurance while on Federal and State owned property and liability insurance. Proof of liability insurance is required in the amounts of:"$200,000 for each person"$500,000 for each occurrence"$20,000 for property damageTraffic Laws. Contractor employees shall comply with all established traffic laws while at Russell Cave National Monument.Physical Security. Contractor employees shall be responsible for safeguarding all government property.Safety. The contractor shall comply with all applicable laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the government will assume no liability or responsibility for the contractor's compliance or noncompliance with such responsibilities. Work Area. The contractor shall, at all times, keep work areas free from accumulation of waste material, rubbish, tools, scaffolding, equipment, and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises clean, neat, and in safe condition. The contractor is responsible for removal and proper disposal of all job related waste material. The contractor is responsible for any damage that may occur performing the requirements of this contract.Storage. The contract should specify where equipment and materials will be kept. Make sure your homeowner's policy covers any damage to materials from fire or accidents.Warranties. The contract shall provide all warranties from manufacturers for materials used on the contract.Contracting Officer Authority. In no event shall any understanding or agreement between the contractor and any Government employee other than the CO on any contract modifications, change orders, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by the proper contractual document executed by the appointed CO. The contractor is hereby put on notice in the event a Government employee other than the CO directs a change in the work to be performed or increases the scope of work to be performed, it is the contractor's responsibility to make inquiry of the CO before making the deviation. Payments will not be made without being authorized by the appointed CO with the legal authority to bind the Government. The FOB point will be Destination. "FOB Destination" means that all costs for transportation or freight from the shipping point shall be paid by the contractor and included as a separate line item. The total price should include all shipping cost. The following provisions and clauses apply to this procurement: FAR 52.212-01 Instructions to Offerors - Commercial Items; FAR 52.212-02, Evaluation - Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision: Quotes will be evaluated based on best value to the Government, which will result from low price.
