Description
THIS IS A SOLE-SOURCE PROCUREMENT. NASA/GRC has a requirement for full-scale LowImpact Docking System (LIDS) main interface seals. NASA/GRC intends to purchase theitems from Parker Hannifin Corporation of San Diego, CA. The statutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), FAR Reference 13.106-1(b)(1), Only one responsible source and no othersupplies or services will satisfy Agency requirements.NASA is developing a new docking and berthing system to support future space explorationmissions to low-Earth orbit, the Moon, and Mars. This mechanism, called the Low ImpactDocking System (LIDS), is designed to connect pressurized space vehicles and structures. The LIDS have seals that must exhibit near hermetic leakage levels and must functionafter moderate levels of space environments.This procurement is for the fabrication, molding, assembly, inspection, packaging, andtesting of Gask-O-Seal assemblies. The elastomer compound used in the seal assembly is a proprietary compound manufacturedby Parker Hannifin. This compound has been extensively tested for more than two yearsincluding exposures to atomic oxygen (AO), ultraviolet (UV) radiation, and micrometeoroidand orbital debris (MMOD) impacts as well as other properties evaluations. Substantialduplication of cost to the Government, in addition to unacceptable delays to the CrewExploration Vehicle (CEV) project, would occur if another compound was used. The Government intends to acquire a commercial item using FAR Part 12. Interestedorganizations may submit their capabilities and qualifications to perform the effort inwriting to the identified point of contact not later than 4:30 p.m. local time on Friday,SEPTEMBER 11, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
