Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested but a written solicitation will not be issued. This solicitation, N00173-09-R-JR18, is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-36 and DFARS Change Notice 20090825. The associated small business size standard is 100 employees. NRL has a requirement for: CLIN 0001: (2, EA), Eyetracking System with monitor; CLIN 0002: (1, EA), Scene Tracker; CLIN 0003: (1, EA), Desk Stand for the scene tracker; CLIN 0004: (2, EA), Presentation and Analysis Software; CLIN 0005: (1, EA), Software Development Kit (SDK); CLIN 0006: (1, EA), Analog 3 Microphone. The Eye-Trackers and peripheral hardware and software must have the following specifications: 1. The system must be able to track where operators are looking without being in contact with the operator. 2. The monitor-based eye-trackers shall consist of the following: monitor size of 17 inches or larger; spatial resolution of.3 degrees or better; accuracy of.5 degrees or better; drift of.3 degrees or better; a data-rate of 120HZ or faster; freedom of head movement of at least 30x22x30cm from a range of 60 to 80cm; and binocular tracking. 3. The scene-based eye-tracker shall consist of the following: spatial resolution of.3 degrees or better; accuracy of.5 degrees or better; a data-rate of 60HZ or faster; freedom of head movement of at least 30x20x30cm at a range of 60 to 80 cm. 4. Calibration of the person must be quick, efficient, and accurate within 20 seconds or less. 5. The monitor and scene trackers must be able to track many different ethnicities with a full range of glasses and contacts. 6. The presentation and analysis software must randomly present different stimuli types, (including JPG, movies, PDFs for the monitor eye-tracker and natural scene elements) for the scene tracker). The analysis component must be able to visualize the data through gaze-plot overlays, heat maps, and replays. The software must allow marked areas of interest on any stimulus and synchronize with the eye-tracking data. The software must allow user-defined fixation durations across different temporal resolutions. Mouse clicks and keystrokes must be recorded on the same timer as gaze data. The presentation and analysis software can be integrated into one software package or 2 separate software packages. The analysis software must save the data to a file. 7. Operators should be able to talk out loud utilizing the microphone and have their eye-movements and speaking part of a video output 8. The software development kit (SDK) must work with MS visual basic and MS visual C++ to allow the eye-tracker to work with external software. All the following requirements must occur within the external/in-house software. The SDK must allow calibration (and associated accept/redo of the calibration depending on whether it is acceptable or not), tracking status of the operator, the ability to save the calibration to a file for later use, the ability to load a saved calibration file for an operator, reporting of errors of the eye-tracker, and starting and stopping eye-tracking. Additionally, the output of the eye-tracker data from the task must be saved to a file with timestamps so that the data can be analyzed. This data must include X and Y location of both eyes as well as pupil size for both eyes and the validity of the data at each timestamp. The SDK must allow access to where an operator is looking (through user-defined definitions of fixations). 9. The eye-trackers must allow operator calibrations to be saved for future use. 10. The operator must be able to move away from the eye-tracker for an extended period of time (6 hours or more), and return without a new calibration period. 11. The eye-tracker must be non-tethered and not a head-mounted system. 12. The use of fiducials must not be required. CLIN 0007 (1,YR), Warranty. The contractor shall provide a one (1) year warranty for parts and labor. Delivery and acceptance is at NRL, Washington, D.C. 20375, FOB Destination. Delivery shall be no later than one-hundred-eighty (180) days from date of award. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation--Commercial Items is incorporated. The Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: (1) Technical capability of the item offered to meet the Government’s requirement, (2) Price, (3) Past Performance. Technical Capability and Past Performance, when combined, are significantly more important than price. General statements, that the offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the RFP’s specifications in whole or in part, will not constitute compliance with the mandatory requirements concerning the content of the technical proposal Offeror shall complete the following electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database: FAR 52.212-3 Offeror Representations and Certifications--Commercial Items and DFARS 252.212-7000 Offeror Representations and Certifications--Commercial Items. In accordance with paragraph (j) of FAR 52.212-3 if changes to the ORCA annual representations and certifications apply to this acquisition, the offeror must clearly identify the applicable paragraphs at (b) through (i) which the offeror has completed for the purpose of this solicitation only. Any changes provided by the offeror are applicable to this solicitation only, and do not result in an update to the representations and certifications posted on ORCA. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The additional clauses cited within this clause are applicable: 52.203-6, 52.219-4, 52.219-8, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-50, 52.225-13, 52.232-33. The DFARS clause at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition. The additional clauses cited within this clause are applicable: 52.203-3, 252.225-7012, 252.225-7021, 252.227-7015, 252.227-7037, 252-232-7003, 252.243-7002, 252.247-7023.,The following additional FAR and DFARS clauses apply: 52.204-7 Central Contractor Registration; DFARS 252.204-7004 Alternate A.; DFARS 252.211-7003 fill in none in (c)(1)(ii) and (c)(1)(iii). and DFARS 252-211-7007 fill in none Facsimile proposals are NOT authorized. All EIT supplies and services provided under any resultant contract must comply with the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at 36 CFR part 1194 (see FAR Subpart 39.2). Electronic and information technology (EIT) is defined at FAR 2.101. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). The Contract Specialist must receive any questions concerning the RFP no later than two (3) days business days before the response date of this solicitation. An original and 2 copies of the offeror proposal shall be received on or before the response date noted above at the NRL address above, Attn: Contracting Officer. The package should be marked with the solicitation number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205.
