Data CLIN Pricing Worksheet Spares CLIN Pricing Worksheet Repair CLIN Pricing Worksheet Proposed CLIN Structure Request for Information (RFI) - - FA8217-09-R-76013 For Informational Purposes Only Purpose: The Ogden Air Logistics Center, 84 CBSG/PK Contracting Office, is seeking industry feedback regarding on the proposed acquisition approach, Contract Line Item Number (CLIN) structure, and pricing methodology for the AN/TMQ-53 Tactical Meteorological Observation System requirement currently under consideration at Hill AFB. Requirement: Contractor Logistics Support (CLS) of the AN/TMQ-53 TMOS, for which a contractor shall provide the supplies and services required to plan, manage, and execute engineering, integration, logistics, and operational support tasks; including all software/hardware modifications/upgrades and merchandise purchased for this system. The anticipated contract vehicle shall be an Indefinite Delivery Indefinite Quantity type contract for a period of five (5) years or until the systems are transitioned to an organic (Government) source for support. Questions: Interested companies may review the attached CLIN structure and pricing attachments. Please provide any feed-back questions, areas of concern, or possible document improvements to the USAF in order that the contemplated acquisition will be easily understood by all potential sources and will reflect the best practices of commercial companies while adhering to both statutory and regulatory mandates. Additionally, the Government (HAFB) requests interested companies provide responses to the following questions: 1. Please identify the quantity price break ranges for repairs, spares, new systems, and additional CLS CLINs. 2. In Years 2-5, the Government has established four (4) separate baselines under the CLS CLINs due to the dynamic number of AN/TMQ-53 systems being supported. The intent is to identify the required baseline at the beginning of each ordering/pricing period and establish a firm quantity at that time. Any CLS support required above the ordered baseline shall be purchased separately under the CLIN for Additional CLS support. Which would better suit the industry standards: quantity ranges listed under the CLS CLIN (e.g. 200-249 systems supported) or a firm baseline? (Would it cost the same to support 249 systems as it would 200 systems?) 3. Are quantity discounts available on software licenses? If so, where would the quantity discount breaks be? Do software licenses/renewals require unique actions and/or timelines not addressed in the attachments? 4. Should the CLIN for software maintenance have multiple baselines to mirror the CLIN for CLS? Does it cost more to support a baseline of 350 systems versus 200 systems? 5. What should the estimated timeframe should be for transition from the incumbent contractor? What is the estimated timeframe for transition to an organic provider? Is industry amenable to pricing as one (1) firm-fixed price Lot for each, the transition from incumbent contractor (if required) and a later transition to an organic provider (if required)? 6. Is thirty (30) calendar days sufficient for building a proposal to meet this requirement? 7. Will the variations in the baseline quantity of the CLS CLINs substantially affect the data requirements? 8. Should the Government include pricing sheets for data, spares, and repairs for each ordering/pricing period or is it likely the price will be consistent over all contract years (needing only one sheet each)? 9. Can future modifications, (specific tasks unknown at this time), be priced and proposed in the initial solicitation? 10. Are the pricing arrangements listed (FFP, CPFF, etc.) the best possible method to competitively price this requirement? Disclaimer: This is not a Request for Proposal (RFP) or Invitation for Bid; it is only an avenue to obtain industry comments and concerns and is to be used for informational purposes only. The Air Force does not intend to award a contract on the basis of this request, nor will the Air Force pay for the information requested. Industry feedback is intended to be used to assist with acquisition strategy and may be used to structure the Government's RFP. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to the RFI. Respondents needing confidential treatment for any proprietary information they furnish must comply with the Securities and Exchange Commission's confidential treatment regulations at 17 C.F.R. 200.83. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. All responses to this RFI shall be submitted via email to mary.crowther@hill.af.mil no later than close of business on 11 September 2009. Responses received after this date may or may not be considered during RFP development. No telephone inquiries will be accepted.
