- Handbook Scope of Work This is a Sources Sought Synopsis annoucement; market survey for information only; to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The United States Government, represented by the U.S. Agency for International Development (USAID) Office of Acquisition and Assistance (OAA) in Washington, DC, intends to award a five year contract. This contract will be a hybrid of cost-plus-fixed-fee and firm fixed price. The purpose of the contract is to assist the Bureau of Economic Growth Agriculture and Trade (EGAT) by providing services and technical support related to Human and Institutional Capacity Development to help bureaus and missions achieve their program objectives. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Veteran Owned Small Business and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a cost-plus-fixed-fee contract/firm fixed price contract. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. Interested small business concerns are requested to submit (1) an expression of interest and (2) a statement of capabilities (SOC), no later than September 18, 2009 by 3:00pm EST. The expression of interest shall state whether the concern is a Small Disadvantaged Business, HUBZone Business, Woman-Owned Small Business, Veteran Owned Small Business and Service-Disabled Veteran-Owned Small Business (SDVOSB) and shall not exceed one (1) page. Interested small businesses should review and understand the requirements in Federal Acquisition Regulation (FAR) Part 19. The SOC shall not exceed three (3) pages and shall include the interested firm's complete mailing address, point of contact (name, telephone number, e-mail address, and Website). In addition, the contractor shall provide a brief narrative that demonstrates the company's capability to perform the requirements contained in the attached draft of the SOW. In the capability statement companies must address their ability to perform internationally in any setting. They must demonstrate how they could perform all or portions of the work required.
