- Request for Expressions of InterestDevelopment and Land Reuse Opportunity VA Medical Center Salt Lake City, Utah SCOPE AND NETWORK OBJECTIVES The United States Department of Veterans Affairs (VA) under its Enhanced-Use Leasing (EUL) authority (38 U.S.C. 8161 8169), is seeking expressions of interest from bidders interested in a development opportunity to finance, design, build, operate, and maintain a minimum of a 72 unit transitional housing facility with 100 percent of the units prioritized for Veterans. This project must provide transitional housing units with on-site clinical/social services at the Salt Lake City, Utah VA Medical Center (VAMC) for Veterans. The proposed project allows Veterans experiencing homelessness or at risk homelessness to achieve social transition back into society at a location that provides close accessibility to medical and mental health care. This will be accomplished through a long-term out-lease of a one acre parcel of underutilized land, requiring utility site prep and land development for parking and traffic circulation, located near the ball field area on the southwest side of the VAMC. Through this EUL authority, VA can offer a long-term use of assets (up to 75 years) in order to accommodate the scope of the project. In return for the long-term use of the assets, the developer/operator will provide fair consideration to the VAMC in the form of ground rent or space accommodations to be determined to support the VA homeless initiative, currently located offsite. BACKGROUND The VA Salt Lake City Health Care System (VASLCHCS) consists of the George E. Wahlen VAMC and Community Based Outpatient Clinics (CBOCs) in Utah, Idaho, and Nevada. The George E. Wahlen VAMC is a mid-sized affiliated tertiary care facility with 121 authorized active beds. It is a teaching facility, providing a full range of patient care services, with state-of-the-art technology as well as education and research. The mission is "to serve the veteran who served us". The proposed new 72-unit transitional housing facility will replace the existing 61 shared-bed facility currently located on the Salt Lake City, Utah VAMC campus, on the 2nd floor of building three (3). SPONSOR/APPLICANT ELIGIBILITY VA is seeking qualified development teams that have a proven track record in transitional and supportive housing development and operation, including the provision of support services to veterans experiencing homelessness. All interested developers will be required to construct a 72 unit transitional housing facility with support parking on a designated one acre parcel of land by December 2010.
