- September 3, 2009 The David Allen Company Notice of IntentThis is a NOTICE OF INTENT TO AWARD CONTRACT using Federal Acquisition Regulation (FAR) Part 6.201, for Full and Open Competition after exclusion of sources and FAR Part 13.5, Test Program for Certain Commercial Items. The Office of Surface Mining, Western Region, 1999 Broadway, Denver, Colorado, 80202 has a requirement to procure the following item: Statement of WorkProject ObjectiveGetting Things Done: Mastering Workflow, one day Seminar WR-Denver has reviewed the various available options for providing staff the opportunity to increase their knowledge and skills in personal productivity improvement training. They are included in the attached Getting Things Done Options for Training, dated August 27, 2009. It reviewed 3 viable options provided by the vendor. Option Two has been selected as the preferred option since it provides on-site training to the maximum number of employees in the Denver office at a reasonable rate per person (about $400). In addition, it provides an expert trainer on-site in Denver in the Getting Things Done approach that will provide class-room instruction. Option 3 is cost prohibitive. Option 1 does not provide an interactive learning environment between students and instructors that is crucial for learning the initial method. Option 1 may be considered at a later date for followup and further learning by some students.The Getting Things Done: Mastering Workflow seminar is a standard training course offered by David Allen and Company in both routine public venues and on-site for customers. This vendor has exclusive rights to this training methodology since it was developed by the vendor, i.e., the author David Allen. David Allen and Company is recognized as the authority in developing personal and organization capacity. They have developed and implemented productivity improvement programs for over a million professionals world-wide. David Allen and Company has a cadre of training instructors that have been trained on his techniques and have many years of experience that simply dont exist in other training companys since their materials and methods are copyrighted. An internet search confirmed that there appear to be no other vendors.Other Federal agencies have used the GTD training program and method including the Army, National Geospatial Intelligence Agency, etc.Deliverables and Schedules:For on-site delivery, the Government Rate for the one-day seminar fee is $7,200, plus $165 per person licensing fee and customary travel expenses for the facilitator. See Attachment B for a complete description. The licensing fee includes a training materials package which includes: 1. One full year of access to the GTDConnect on-line learning tool. GTDConnect is a web-based performance system which provides just-in-time implementation support. Among other resources, GTDConnect includes an individual productivity assessment tool, with an abundance of video and audio material, and a rich array of content and information that will assist each participant to accomplish more with less. (Note: a $480 value) 2. A copy of David Allens book Getting Things Done: the Art of Stress-Free Productivity. Eight years after its original publication, sales of this ground breaking book continue to increase each year. It also remains on the New York Times best-seller list, and serves as the definitive reference for productivity best practices, on-going reference and know-how. 3. A GTD workbook to be used as a guide for the seminar content. 4. The GTD JumpStart Manual This is a getting-started workbook for seminar attendees to capture specific information and action items that they can immediately take back to their office and begin to improve their personal productivity. 5. GTD Productivity Templates A set of laminated productivity aids of the GTD models, for easy access and reference, back in the work environment. 6. Access to a complimentary copy of the whitepaper on how Outlook, Lotus Notes, or Entourage can be configured to support the practice of GTD will be offered to all participants in the Getting Things Done Seminar. This is a step-by-step instruction manual for organizing some of the key areas of Outlook, including email, calendar & tasks to improve your daily effectiveness. Many people find it to be a great resource for getting started with GTD after the class. The ideal size for the optimal learning objectives is 25 - 40. This ensures lots of personal interaction and small group discussions on exercises. The Government intends to award contract to:The David Allen Company, 407-F Bryant Circle, Ojai, CA 93023 The Government will consider all responses received within 5 days after date of publication of this synopsis. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. This announcement is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government in future procurements.
