Description
Naval Sea System Command (NAVSEA) intends to issue a competitive solicitation for the development, design, fabrication, integration, and testing of Next Generation Countermeasure (NGCM) Special Test Units, Engineering Development Models, associated products and engineering services. Acoustic Device Countermeasure (ADC) MK 5 Mod 0 is the official nomenclature for the NGCM. The objective of the NGCM program is to insert new countermeasure technologies into the submarine's defense against threat acoustic-homing torpedoes. The NGCM is intended to replace the ADC MK 2 and ADC MK 3 devices. The NGCM is a three-inch diameter expendable device that is submarine launched from internal signal ejectors and Countermeasure Set Acoustic (CSA) external launchers. The NGCM is an acoustic torpedo countermeasure with advanced features which can be employed as a static or mobile device and uses Adaptive Countermeasure (ACM) technology. The Government contemplates award of a Cost Plus Fixed Fee (CPFF) contract for the Next Generation Countermeasure (NGCM) Special Test Units, Engineering Development Models, associated products and engineering services with a Cost Reimbursement (Cost Only) CLIN for engineering service support. The Navy plans to issue a Request for Proposal (RFP) on or about 24 September 2009 for industry participation. The RFP and the attachments listed in solicitation number N00024-09-R-6219 will be issued electronically. Companies may download the RFP on or after the issue date by accessing the following address via the internet site or URL: http://www.neco.navy.mil. The solicitation and any amendments thereto will be issued electronically, subsequently; the Government is under no obligation to maintain a bidder's mailing list. The Prime Item Performance Specifications (PIPS) and other related files will be mailed only to those companies with a validated security clearance. Prospective offerors must submit a written request for those documents to the PCO Representative, Debra Mackall, at Debra.Mackall@navy.mil. The written request must include company name, cage code, complete destination address and security POC. Once a prospective offeror's "need-to-know and security clearance" is verified and approved, the company will be authorized to receive the PIPS and other related files. The PIPS and other related files will be mailed to the approved requestors on the same day the RFP is issued. The RFP and the attachments listed in solicitation number N00024-09-R-6219 will be issued electronically. Upon approval, the PIPS will be mailed on a classified CD. The unclassified files related to the PIPS will be mailed on an unclassified CD. The Government will consider all written comments and or questions. The Government does not commit to providing a response to any comment or question. All such questions should be received within ten (10) working days after release of the RFP to allow the Navy adequate time to prepare and issue responses prior to the date and time set for receipt of proposals. Any subsequent revision to any specification or solicitation requirement based on comments and or questions received remains solely at the Government's discretion. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified in this synopsis. This is not an RFP. This notice shall not be construed as a promise to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award of a contract.
