- 3 SEPTEMBER 2009 UPDATE ON SCHEDULE Based on recent discussions, it is the intent of the C-130 ATS program to issue a PWS with formal solicitation versus a SOO/SRD. The requirements are not expected to change, but will read instead in a PWS format. This will still be a competitive, full trade-off source selection. Sections L and M will also change slightly to agree more with a PWS direction and will include pass/fail criteria, as well as, criteria that offerors may be rewarded for exceeding the threshold. The government expects this new direction to delay RFP release for an additional 3 to 5 weeks.
