Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army RDECOM, Natick Contracting Division has an acquisition requirement FOR A Climatic Chamber. The project requirements at the Naval Health Research Center (NHRC) will require upgrading from dual adjoining 14 ft x14 ft x 12 ft environmental chambers to one larger chamber as best fit within an available footprint of 31 ft x 20 ft x 13 ft. This will enhance the research capability of the Warfighter Performance investigators at NHRC to conduct more sophisticated research efforts promoting the performance, training, and return to duty status of military personnel. This is a 100% Small Business Set-Aside combined synopsis/solicitation W911QY-09-T-Chamber. The NAICS Codes for this acquisition 333999. Vendor Scope of Work: 1) Dismantle and remove all current environmental chamber equipment including chamber structures, heating/cooling elements, chillers, condensers, dehumidifiers, air compressors, control panel, and electrical conduit. Remove electrical wiring between chamber and breaker panel. 2) Deliver and install an environmental chamber to fit within an available footprint of 31 ft x 20 ft x 13 ft. The following metrics are required for this chamber and the proposal should be specific to how the vendor will meet them: Temperature and Humidity Range (via NHRC supplied Dry Bulb and Dew Point temperature input signals. a)Dry bulb operational environmental range = (-)30F (-34 C) to (+)130F (+55C). Upon reaching a stabilized set point, required dry bulb control should be 2F. b)Relative humidity of 10%-95% through the widest possible temperature range supported via dew point temperature signal. Upon reaching a stabilized set point, required dew point temperature control should be 2-3F (equivalent to 4% RH). c)Chamber controller to include proportional control feature to minimize over/under shooting temperature set points. d)Chamber operation capable of moving from a standing room temperature of 72 F to either 110F or -20F set points within 60 minutes. e)Modulated airflow as close to laminar as can be achieved in the range of.5 mph to 10 mph. f)Cargocaire drier to dehumidify air and fresh air make up system to recycle normal oxygen and carbon dioxide air quality. g)Reverse Osmosis system (or equivalent demineralizer system) for the water supply feeding the steam generated humidity system. h)Two 4 ft side by side doors with a window in each along the chamber wall to provide an 8 ft opening with appropriate sixed ramp for moving large equipment into the chamber. i)One approximate 4-5 ft antechamber vestibule with 3 ft doors with a window in each for personnel to enter/exit the chamber. Climate assisted with conditioned airflow from chamber. j)Stainless Steel Interior with water resistant non slip surface on chamber floor. k)Painted Steel Exterior with white aluminum stucco exterior. l)One 36 inch high by 50 inch wide heated windows with antireflective treatment. m)One 30 inch square pass-through heated window. n)Two 24 inch square heat treated windows with antireflective treatment. o)Intercom system. p)Interior light system with external switch. q)Twelve waterproof HLO Infrared lamps with external switch. r)Sixteen duplex 120 V outlets / eight inside and 8 outside the chamber. s)Four 208-240 V, 30 amp, 3-phase outlets, NEMA code L17-30. t)Eight portholes for passing cables into the chamber, sizes TBD. u)Two work station counters approximately 8 ft wide by 24-30 inches deep, with power cord cutouts, one inside and one outside the chamber. v)One year warranty parts / 90 days labor. w)Installation drawings and operator maintenance manuals Once the contract has been awarded, officials at the NHRC will meet with the vendor to finalize the drawings prior to beginning any of the fabrication work. The following clauses or provisions are specifically referenced and are required in the response to this solicitation: 52.212-1 Instructions To Offerors Commercial Items; 52.212-2 Evaluation - Commercial Items with Addenda below; Addendum to 52.212-2 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of the item offered to meet the Government requirement (Salient Characteristics); past performance and price. Technical is of greater importance when compared to past performance and price combined, past performance is of greater importance when compared to price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
