Description
This notice is being prepared in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a). The response date of this announcement is September 11, 2009 at 11:00 am Alaska local time The NAISC Classification Code for this requirement is 54171. NOTE: This announcement is not the formal request for quote and does not contain all information pertaining to the requirement. Interested parties wishing to obtain a copy of the solicitation package (701819Q461) are to visit the solicitation line posted along the side of this announcement, which will route to the Interior Department IDEAS-EC website containing all colicitation materials. Overview: The U.S. Fish and Wildlife Service is soliciting for quotes for the National Wildlife Refuges in Alaska. The contractor will collect, compile, analyze the density of large animals using aerial line transect surveys and distance sampling, where the distance from the transect to each detected animal group is measured and used to estimate a detection function (see review in Buckland 2001). An approach supporting such unimodal detection functions exists (Becker and Quang 2009) and has been made into a package for the free statistical analysis software R (Reynolds in prep). However, the Service has identified a number of software changes that promise to improve the method in terms of ease of use, increase the precision of the density estimates, and greatly expand the data collection protocols to which it can be applied. WORK DESCRIPTIONTask 1: Modify software as outlined in SOWTask 2: Modify software and assess estimators as outlined in SOWTask 3: Modify software and analyse Alaska Peninsula/Becharof 2008 Tundra Swan data as outlined in SOWTask 4: Respond to review comments and complete final reports as outlined in SOW Delivery for final comprehensive reports along with supporting R scripts and relevant data objects, by 15 Sept 2010.
