Description
This project is being solicited as a 100 percent Small Business Set-Aside for Service-Disabled Veteran-Owned Small Business. The North American Industry Classification System (NAICS) code is 561730 - Landscaping Services. The small business size standard is $7.0 million. There is no requirement that Small Business firms have NAICS Code 561730 approved by the SBA for use in their business plans. The scope of work is to provide all labor, management, supervision, tools, material, transportation, and equipment required to perform Landscaping Services for 52 Family Housing Units located at Harborview, Guam. The Family Housing Landscaping Plan (J-1503050-01) shall be an integral part of this statement of work. Contractor shall use the Family Housing Plan as the basis of design and utilize the concepts and requirements set forth in that plan. The Specifications from the Family Housing Plan are part of the specifications for this Statement of Work. Typical planting schemes provided in the plan or develop similar schemes for the individual housing units or sites. When adapting the provided planting schemes to specific locations, the Contractor will maintain the quantities of the original schemes. The Contractor shall provide landscaping, specifications and basis of design conforming to the foregoing requirements complete and suitable for the work at hand. The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings, specifications, and other services furnished by the Contractor under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings, specifications and other deliverable. An acquisition will be conducted utilizing source selection procedures and will result in award of a Firm Fixed-Price contract. Evaluation of proposals will be based on price and non-priced criteria stated in the solicitation. The electronic solicitation package will be available on-line for release to the general public on or about September 3, 2009. Proposals will be due on or about September 21, 2009 at NAVFAC Marianas at the time specified in the solicitation. The contract includes a base performance period of 240 calendar days beginning on award date, and a one year warranty period. A site visit is scheduled for Tuesday, September 9, 2009 at 0900; although more specific information regarding the conference will be included in the solicitation, those interested in attending must contact one of the POCs listed in this synopsis for conference registration information. In accordance with Federal Acquisition Regulation 5.102, availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download via the Internet World Wide Web at http://www.neco.navy.mil. All prospective offerors must register as Navy Electronic Commerce On-Line on the website in order to receive a copy of the solicitation. The official Planholder's list will be maintained on and can be printed from the website. The Government will NOT provide a complete name, address, phone number including area code, offeror type (prime contractor, subcontractor, supplier, etc.), e-mail address and type of business (large, small, small disadvantaged, women owned, etc.). Notification of any amendments to the solicitation will only be made on the website for any posted changes. It is the sole responsibility of the offeror to continually view the website for any amendments issued to the solicitation. In addition, you MUST be registered in the Central Contractor Registration (CCR) prior to receiving any NAVFAC Marianas Contract Award. The CCR website is http://www.ccr.gov/.
