Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood the FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase: 1 each, Optical Video Boresight System, consisting of a video mounted camera, video monitor, and associated electronics and cabling. The video camera will mount on a post on the end of a fixture mounted in the weapon system. All other components will be connected to the video camera with a cable of at least 30 ft. in length. Field of View: minimum 7.5 degrees times 4.5 degrees; Operation range: 2m to 100m; Video Output: NTSC format, color; Power source: Capable of using both 110 to 240VAC and 12VDC battery pack; Operational Temp: minus 10 degrees C to 50 degrees C; Able to withstand standard environmental testing for humidity, rain, sand, salt, fog, fungus, sun radiation, transportation shocks; Weight of System: 15 lbs or less; Video Camera mounting: must mount on a post of 40mm length and 11.9mm diameter, with field of view centered on the longitudinal axis of the post; Video camera component size: diameter of no more than 10cm and total length no more than 20cm; Video display: transreflective LCD (suitable for use outside), color 640 by 480 resolution, 5 to 7 inch diagonal screen size, with adjustable crosshairs. Fixtures: 1 each, Mounting Rod for 20mm diameter gun barrel and 1 each, Mounting Rod for 30mm diameter gun barrel. Rods must have spring loaded self centering mechanisms such that the following minimum and maximum diameters are achievable: 20mm: minimum diameter, 19.6 plus 0mm, maximum diameter, 21.3 minus 0mm; 30mm: minimum diameter, 29.4 plus 0mm, maximum diameter, 31.7 minus 0mm. Rod component within the gun barrel must be a minimum of 40cm long. Protruding end of rod must have a post with the dimensions of 40mm length and 11.9mm diameter that is centered on the rod's longitudinal axis. 1 each, RAM launcher fixture, allowing for mounting and centering of the video camera within a launch tube in a MK 144 Guided Missile Launcher. Delivery will be no later than 4 months after receipt of order. The purchase order shall be firm fixed price utilizing full and open competition. F.O.B. Destination to Dahlgren, VA shall apply. This procurement will be issued using Simplified Acquisition Procedures. The closing date for receipt of quotations is September 17, 2009 at 2:00 PM (Est.).
