- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2008-19, effective 17 September 2007. The requirement is Full & Open Competition and will result in a Firm-fixed Price Supply contract. The effort is for the Anechoic Acoustic Chamber. Contractor shall meet the entire requirement listed in the Purchase Description. Meyer 1 Rock Island Arsenal Rock Island, IL 61299-7390 Scope of Work for the Anechoic Acoustic Chamber: 1. Purpose. The government requires an acoustically controlled chamber to be employed at the ECBC test facility for testing electronic audio devices such as M-42 alarms. The chamber will facilitate measurement of an amplified audio frequency within a predetermined distance from the audio source using standard sound-level measurement apparatus. The chamber should be constructed of a rust proof exterior, sound dampening interior, sound insulating door and isolated flooring. The unit should contain 2 electrical outlets, incandescent interior lighting and multiple cable access ports with threaded caps and acoustic seals. 2. Requirements. 2.1. Minimum interior height 63 2.2. Maximum interior height 69 2.3. Minimum interior width 40 2.4. Minimum interior length 60 2.5. Maximum exterior height 76 2.6. Maximum exterior width 60 2.7. Maximum exterior length 80 2.8. Floor loading of 100 lbs per Sq Ft 2.9. Fully insulated acoustic, pre-hung outward swing personnel door 60 high by 30 wide, with a minimum viewing window of 10 by 10 2.10. Continuous door and wall seals 2.11. 2 120 VAC electrical outlets on opposite walls 2.12. Recessed incandescent lighting with exterior switch near chamber door 2.13. Vibration isolated floor system 2.14. Sound absorbing walls and ceiling panels with removal sound absorbing material for the floor 2.15. Minimum reduction and absorption value as follows: Freq,Hz 125 250 50 1K 2K 4K Noice Reduction 25 35 45 50 55 60 In db Sound.75 1.0 1.0 1.0 1.0 1.0 Absorption 2.16. Operating temperature range of at least 40 to 80 degrees Fahrenheit. 2.17. Operating humidity range of at least 10% to 90% RH. 2.18. Wall-mounted HVAC silencers ventilation ducts on wall opposite the door 2.19. Two acoustically treated PVC cable penetrations with a minimum diameter of 3 on opposite walls of chamber 2.20. Government approval of chamber design prior to fabrication 2.21. Two year warranty on parts and labor 2.22. 12 week delivery from contract award. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable Evaluation Criteria (Technical). In accordance with the Scope of Work, technical criteria shall be evaluated on a GO/NO-GO basis to determine contract award for the Anechoic Acoustic Chamber. (1) GO Criteria. The contractor's proposal clearly and concisely addresses the contractor's ability to fulfill all of the requirements of the Scope of Work. The contractor's proposal included a complete description of the contractor's relevant technical experience/capabilities and the contractor's plan to meet the stated requirements stated in the Scope of Work. The contractor's proposal included enough supporting documentation and data to support the contractor's claimed ability to meet the requirements. The requirements for this solicitation are clearly articulated in the proposal. (2) NO-GO Criteria. The contractor's proposal did not clearly and concisely address the contractor's ability to fulfill all of the requirements of the Scope of Work. The contractor's proposal failed to include a complete description of the contractor's relevant technical experience/capabilities and the contractor's plan to meet the stated requirements in the Scope of Work. The contractor's proposal did not include enough supporting documentation and data to support the contractor's claimed ability to meet requirements. (b) This paragraph is deleted. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52.201-4501, Notice About TACOM LCMC (RI) Ombudsman a.
