Description
RECOVERY - TAS: 14 1610 R5PZ PURCHASE AND DELIVERY OF VERTICAL TRAY SALMON EGG INCUBATORS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Request for Proposals is being issued as a 100% SMALL BUSINESS SET-ASIDE under FAR Subpart 19.502-2. The North American Industry Classification System (NAICS) code is 112511 with a small business size standard of $750,000. This notice and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32, effective March 31, 2009. This is an American Recovery and Reinvestment (ARRA) funded project and the following FAR clauses shall apply: 52.203-15, Whistleblower Protections; 52.204-7, Central Contractor Registration; 52.204-11, ARRA Reporting; 52.212-01, Instructions to Offerors; 52.212-02, Evaluation; 52.212-03, Offeror Representations and Certifications; 52.212-4, Contract Terms and Conditions; 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, to include 52.219-08, 52.222-03, 52.222-50, 52.225-13 and 52.232-33; 52.225-21 through 24; 52.215-02, Alt I, Audit and Records; 52.216-24, Limitation on Government Liability; 52.216-25, Contract Definitization; 52.233-04, Applicable Law for Breach of Contract Claim; and 52.244-06, Subcontracts for Commercial Items. SCOPE OF WORK: Provide commercial Atlantic salmon egg incubation systems. These systems shall: Have a minimal footprint (less than 28" wide and 29" in depth); Be capable of being stacked in eight or sixteen trays arrangements; Have the capacity to rear between 8000-12,000 Atlantic salmon eggs per tray; Have removable trays to facilitate care and culture of eggs as well as cleaning; Have trays (and any component which comes in contact with water or incubating eggs) constructed of rust-proof materials demonstrated to be non-toxic to fish. (NOTE: materials containing cadmium, brass, bronze, copper, zinc, or their alloys which have been shown to be toxic to fish are not acceptable); Have trays which are chemically compatible with chlorine, hydrogen peroxide, formalin and Benzalkonium chloride, (alkyldimethylbenzylammonium chloride); Require between 3-6 gallons (11-23 liters) of water per minute/per water tray for successful incubation of eggs; Provide for the introduction of water at the bottom of each tray in such a manner that it wells up from underneath the incubating eggs; Require no pumps or mechanical systems to deliver water; Have rust-proof framing, preferably aluminum. NOTE: The existing vertical tray incubators at the White River NFH are MariSource vertical incubators [Part number 5609 (trout-8 tray) and 5617 (trout -16 tray) equipped with front isolation panel (Part number 5627 - color black)]. Proposed incubators for this RFP shall be equivalent or superior to this product. PERIOD OF PERFORMANCE Delivery of all systems and associated components shall occur within 180 days of award. EVALUATION FACTORS 1) Relevant experience manufacturing fish egg incubation systems suitable for Atlantic salmon. (Evaluation Points: 50 points). The offeror's relevant experience will be evaluated based on the offeror's ability to demonstrate: Experience manufacturing fish egg incubation systems for a minimum of five (5) years which must include manufacturing such systems in the past two (2) years; Have a demonstrated track record of no less than five (5) years of successfully rearing Atlantic salmon in large-scale hatchery operations from fertilization to hatch. 2) Ease of adaptability to existing hatchery systems and conditions. (Evaluation Points: 40 points) The offeror's relevant experience will be evaluated based on the offeror's ability to demonstrate: Their product may be readily adapted to the existing gravity-feed water delivery systems and existing water drainage systems found at the White River National Fish Hatchery (delivery site). Award will be made to the company offering the lowest price, technically acceptable. PRICING SCHEDULE - Contractors are to provide pricing as follows: BASE ITEMS: 1) Furnish and deliver 40 new 16 tray vertical egg incubators with front panel (black) for isolation: $__________________. 2) Furnish and deliver 12 new 8 tray vertical egg incubators with front panel (black) for isolation: $__________________. ADDITIVE ITEMS: 1) Furnish and deliver 10 new 16 tray vertical egg incubators with front panel (black) for isolation: $__________________. 2) Furnish and deliver 10 new 16 tray vertical egg incubators with front panel (black) for isolation: $__________________. 3) Furnish and deliver 10 new 16 tray vertical egg incubators with front panel (black) for isolation: $___________________.
