Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Experimental Carcinogenesis (LEC) plans to procure on a sole source basis Human 1M duo v3.0 DNA analysis product from Illumina, Inc., 9885 Towne Centre Drive, San Diego, CA 92121. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 325413 and the business size standard is 500 employees. The delivery date shall be two (2) weeks from date of award. The Laboratory of the Experimental Carcinogenesis (LEC), Center for Cancer Research (CCR) at the NCI is engaged in the study of human hepatocellular carcinoma (HCC). Analysis of global gene expression patterns in human HCC is an integral technique to the function of the LEC. By using human1M-duo beadchip arrays, the laboratory is able to investigate the role that specific genes or groups of genes play to influence carcinogenesis and cancer progression in tumor and cancer cell line samples. The Human1M-duo Beadchip Kits are an advanced development in microarrays. They consist of microscope slides embedded with almost 1 million microscopic beads, which are coated with target sequences for genes. Each slide contains 8 of these embedded micro-bead arrays that allow 8 microarray experiments to be performed consecutively on the same slide. Expression microarray analysis is an integral technique to the function of the LEC. By using expression microarrays in the analysis of tumor and cancer cell line samples, the laboratory is able to investigate the role that specific genes or groups of genes play to influence carcinogenesis and cancer progression. These Illumina Human1M-duo beadchip kits are an advanced approach to addressing reproducibility and quality issues in microarray data. Because of the unique approach of using micro-beads as microarray targets, it is possible to hybridize to 30-40 replicate targets (in-house printed slides are currently hybridizing to only a single target). By hybridizing to replicate targets, the LEC can average data, which will provide reproducibility and quality never before possible. Further, due to the high density of the micro-beads, whole genome arrays are not possible on a single slide. In fact, multiple arrays (8) are manufactured on a single slide allowing multiple consecutive experiments to be performed, reducing labor and reagent costs. These Genome Typing kits are unique and have no competitive source. Illumina is the only source offering Single Nucleotide Polymorphism Genotyping Beadchip arrays, which consist of 50-mer oligos immobilized on microbeads embedded in an array format that are scannable on our BeadArray scanner. They are manufactured on custom slides and contain >3 target loci. Each oligo on the beadchip is present at a 30-fold redundancy for a statistically powerful result unavailable from any other manufacturer. The SNP Genotyping Beadchip arrays allow analysis of both whole genomic copy number alterations and loss of heterozygosity in the same analysis. Illumina's beadchip arrays are the only arrays, which are quality controlled at the manufacturer through a process of iterative hybridization that pre-qualifies all the elements on the array as being 100% functional. This genotyping kit is the only SNP genotyping arrays that are compatible with the laboratory's existing Illumina Beadarray system. The Illumina Beadarray system is the only system that provides high density whole genome SNP genotyping within excess of 370,000 targets which are present on the array at a 30-fold redundancy for unmatched statistical reliability. No other commercial arrays are the correct format for scanning on the Illumina scanner. No other arrays have bead array technologies that are 3 microns in size, as is appropriate to the 0.8 micron scanning system. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on September 17, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
