Description
Sole Source Justification Statement of Work THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Institutes of Health, Department of Pain and Palliative Care (PPCS) to negotiate on sole source basis with Dr. Gang Peng, M.D., PhD.., 11828 Appaloosa Way, North Potomac, Maryland 20878 to provide Acupuncture Services. The acupuncturist will provide consultation services and research support to various institutes of NIH by collaborating on research protocols with institutes physicians, healthcare professionals and by conducting independent research that involve institutes patients. Some of the services provided are: conventional and experimental medications evaluations, massage, hypnosis, acupuncture, relaxation, reiki, labyrinth facilities and services. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 621310 and the Business Size Standard is 7.0M. The award of this requirement will be one (1) base period and two (2) twelve months options periods which may be exercised at the Government’s discretion. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
