Description
RECOVERY -- PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTOR UNDER THE CURRENT CONTRACT NUMBER W912DS-08-D-0004. SCOPE OF SERVICES Task 1: Development of Project Management Plan for the Sebrings Mills Road bridge replacement and associated project components The A/E shall develop a PMP containing the requirements and expectations of the New York District team (including NJDEP and other project partners, to include the Borough of Middlesex, Township of Green Brook, and Middlesex and Somerset counties) for the development of a Design Documentation Report (DDR), and Engineering Documentation Report (EDR), and plans and specifications for the Sebrings Mills Road Bridge replacement, the floodwall segment downstream of the bridge, and associated floodproofings. The PMP will outline the tasks associated with the development of the DDR, EDR, plans and specs and preliminary design and construction schedule, as well as preliminary design costs. The scope of the PMP tasks will be in accordance with applicable regulations and guidance as indicated in Section II of this SOW. Task 2: Green Brook Flood Damage Reduction Program Management Plan The A/E will create a Program Management Plan to manage the remaining components of the CHBD portions of the GBFDRP. The PgMP shall consider the "Green Brook Segments C, H, B & D Construction Sequence Analysis Report" dated April 2006. As design and construction of the GBFDRP moves forward, there is a critical need to closely monitor design and construction of the remaining project components given economic uncertainties. A PgMP will help allow for better coordination of the remaining project components and ensure a framework is in place to facilitate coordination with state and local governments, and associated agencies, as well as affected commercial interests such as railroads and communications companies. The PgMP will reflect the USACE's current strategy for completing the GBFDRP, an updated project cost estimate, and preliminary project schedule. This document will be a living document, continually updated as necessary and be a tool to be utilized by the project delivery team. Task 3: Coordination The A/E will coordinate with the Corps, affected municipalities, counties, and the State of New Jersey regarding the need for a temporary bridge, required permits and sequencing of bridge and CHBD construction. As part of this effort, the A/E will attend a total of four meetings.
