Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation NCNJ3000-09-21666 is issued as a request for quotation and is solicited under full and open competition. The NAICS code is 511210 and the Small Business Size Standard is $23M. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Hydrographic Surveys Division has a requirement for "brand name or equal" Fledermaus Professional Suite software licenses for AMP renewal for the following: IVS Lic# Quantity License ID Price 6334 1 9-65012FEB 3197 1 8-5E70023D0108 5871 1 9-45953CB6 (9-6153bba5) 1335 2 8-5E70005FD315 2274 2 8-5E70005FBC9E 690 1 8-5e7000c24dad 692 1 8-5e70008c456d 689 1 8-5e7000c26668 683 1 8-5e7001931e89 6336 1 1181442237 5874 1 1181442182 698 1 8-5e7000c2669c 5873 1 9-1f74aab8 5875 1 1181442082 5418 1 0019b9d235d7 Total Offerors proposing to furnish an equal product shall insert the following description for the product: Manufacturer's Name; Address; Product Name and Catalogue Description. Offerors shall be responsible for submitting all additional information on the above product necessary for the Government to determine whether the product offered meets the salient specifications of the "brand name" as listed in the solicitation. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; and 2) Price - The amount, realism and consistency of the evaluated price. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Firms responding to this notice must provide written authorization of their ability to service these products. Interested responsible sources may submit a quotation to NOAA no later than 12 Noon (EST), Tuesday, September 8, 2009. Award will be made using FAR 13, Simplified Acquisition Procedures, current through FAC 2005-36. It is the contractor's responsibility to confirm NOAA's receipt of their cost proposal prior to expiration of due date.
