Description
The U.S. Army Corps of Engineers (USACE), Afghanistan Engineer District North (AED-N) intends to issue a Request for Proposal (RFP) to award one or more Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) for site surveys, site survey reports, demining and clearance, certificates of clearance, and registration of certificates of clearance with the United Nations Mine Action Coordination Center of Afghanistan (UNMACA) of all mines and unexploded ordnance (UXO) for all construction job sites throughout the Afghanistan Engineer District area of operation. The work must be conducted in accordance with internationally recognized demining standards with the framework of the United Nations International Mine Action Standards (IMAS) and the Afghanistan Mine Action Standards (AMAS). Operational accreditation from the UNMACA must be in place before implementation of demining activities. The selected contractor(s) must be accredited by the Afghan Mine Action Authority and registered with the Afghan Government for mine clearance services. The contractor(s) shall provide USACE proof of accreditation. The Government intends to make one or more awards as a result of this solicitation. The award will be made to the one or more offerors whose proposal(s) represent the best overall value to the Government. Competing proposals shall be evaluated against the requirements of the solicitation in order to assess strengths, weaknesses, associated risks and deficiencies. The tradeoff process of evaluation between non-cost/price and cost/price aspects of the offerors proposals will be used to determine those offers that may result in award of a contract. Implicit in the Governments evaluation and selection process is its willingness to accept other than the lowest priced offer or other than the highest rated offer. The applicable NAICS code is 562910 ($14M small business size standard). The resulting contract(s) shall be for up to three (3) years, one base period with two (2) option periods. The total capacity shall be $48,000,000 over the life of the contract(s). The options may be exercised at the discretion of the Government to continue the ordering period beyond the first year.
