- Contract No. 701819M281 TAS: 14 1261 SCO5 United States Department of the InteriorJustification of Other than Full and Open Competition Under $25,000 1) Briefly, a description of the supplies or services required to meet the agency's needs and include the estimated value.The contractor shall provide a building for classroom activities, five separate buildings for sleeping quarters (with bunks and mattresses), two restrooms, a large kitchen facility (with cooking stoves, utensils, tables, and chairs), VHF radio for emergencies, electric bear fence, floating dock access for boats and aircraft, and lockable storage area for food and supplies. These items must be adequate for 15 persons (includes Refuge staff, students, and instructors) for five days (September 7-11, 2009) near the Egegik River, near the Becharof Lake outlet. Estimated value is $5,000. 2) Statutory Authority permitting other than full and open competition. Identify the statutory authority permitting with the FAR citation and FAR citation Title. FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. 3) WHY are the proposed contractor's unique qualifications for the nature of the acquisition requiring the use of the authority cited in item (2). Northern Glacier Adventures is the only lodge that can accommodate the needs of the U.S. Fish and Wildlife Service, Alaska Peninsula/Becharof National Wildlife Refuge Science Camp. Northern Glacier Adventures is the only contractor in operation at this time of year and can provide the facilities within easy access to the Egegik River, near the Becharof Lake outlet. 4) WHAT effort was made to ensure that offers were solicited from as many potential sources as is practical. The Alaska Peninsula/Becharof National Wildlife Refuge solicited a total of four sources to host the Becharof Science Camp with the Lake and Peninsula and Bristol Bay school districts. Rapids Camp Lodge was considered. Unfortunately, this lodge has closed for the season and is not available for use. The Alaska Department of Fish and Game Becharof Lake State Cabin has been used in previous years and was considered this year. This cabin has several safety concerns including broken windows, leaking roof, and mold. Due to the safety of the students, staff, and instructors, this was not a viable option. Finally, Lind Holm Lodge in Chignik Lake was considered; however, it was not selected due to the school districts' strict policy of no boating of students. Therefore, the Refuge could not host the science camp at this location. These were the only locations available in the Egegik River, Becharof Lake outlet. Northern Glacier Adventures is the only vendor who can supply the necessary facilities for the Science Camp on September 7-11, 2009. 5) A Description of the Market survey conducted and the results. A quick internet search of the Egegik River community did not produce any further results that listed in question #4. All steps to remove or overcome barriers to competition have been taken.
