Description
This announcement is for a Multiple Award Task Order Contract (MATOC) for design-build, general construction, (new and reconstruction). The area of coverage is all of Region 1 and Region 8 of the US Fish and Wildlife Service (HI, WA, OR, ID, CA and NV). The government may award as many as 12 contracts (with an estimated 2 in each area) but through evaluation may elect to only award as few as 3 contracts. These contracts are for the execution of a broad range of construction projects. Work to be performed under the MATOC will be within the North American Industry Classification System (NAICS) codes as follows: Sectors 236, 237 and 238, and as required Architectural Services (NAICS 541310), Landscape Architect (NAICS 541320), and Engineering Services (NAICS 541330). Description of the work will be identified in each individual task order. Individual task orders may range between estimated $100,000 - $10 Million with most ranging between $100,000 to $2 Million. Each contract awarded will contain a base year with four option years. Contract ceiling amount is estimated to be $15 Million. INSURANCE/LIABILITY COVERAGE IS DIFFERENT FOR DESIGN BUILDERS than it is for General Contractors see solicitation attachment on special insurance requirements. The government will evaluate offers and select the awardees utilizing the best value procedures described in the Federal Acquisition Regulation (FAR Part 15). In using this best value approach, the government seeks to award to those offerors who give the greatest confidence and meet our technical requirements at a fair and reasonable price. All successful awardees are guaranteed a minimum of $5,000 for the full performance period. The government will assign future individual requirements among the awardees within their area. Offerors are encouraged to scrutinize the solicitation carefully when posted for more information. This acquisition is a full and open competition. On or around September 17th the solicitation will be posted. At that time, interested firms or joint venture entities (referred to as Offerors) may submit proposals addressing the evaluation criteria described in the solicitation. Offerors should expect to answer questions related to technical ability to perform design-build, construction, and consulting services related to design and construction; past performance in design-build, construction and ability to perform in at least one of the two locations described above with a minimum bonding capacity of $10,000,000.00. Typical projects may include investigations, analysis, studies, design-build, construction administration & management, NEPA, archeological and historical compliance, and actual construction itself for all structures associated with the responsibilities of the USFWS and DOI agencies, which may include Visitor Centers, Maintenance Facilities, Administrative Offices, Fish Hatcheries, Water Treatment Facilities, Utilities, Roads, Employee Housing, Laboratories, Dams, Levees, Bridges, Hazardous Material Clean-Up. Recreation Structures and other structures deemed critical to the mission of USFWS and the Government. All large businesses considered for award will be required to submit a Subcontracting Plan prior to award. The entire solicitation, including the specifications, will be made available at Fed Biz Ops, www.fbo.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors must register in the Central Contractor Registration database www.ccr.gov and https://orca.bpn.gov or their proposal will not be considered.
