Description
Solicitation (SF 1449) to be completed by all interested vendors. The Uniformed Services University of the Health Sciences (USU), located on the National Naval Medical Campus in Bethesda, MD, has a requirement for the purchase of Sonic Foundry Mediasite Recorders with Service and Maintenance. This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a request for quotations (RFQ) in accordance with FAR Part 13 – Simplified Acquisition Procedures. It is the responsibility of the contractor to monitor FedBizOpps for any amendments to the solicitation. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular 2005-36. This requirement is set-aside for small businesses. The applicable NAICS code is 334111 – Electronic Computer Manufacturing, with a size standard of 1,000 employees. Offerors must be registered in the Central Contractor Registration ( www.ccr.gov ) as a small business under NAICS code 334111 by the close date of the RFQ. Those offerors not registered in CCR as a small business under NAICS code 334111 will be considered nonconforming to the requirement and their quote will not be considered. USUHS has determined that Sonic Foundry is the only reasonably available manufacturer to meet the government’s requirement: Statutory Authority: 13.106-1(b)(1) (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). USUHS has determined that the Sonic Foundry Mediasite RL Recorder is essential to the Government’s requirements and market research has not produced any other companies’ products that meet the agency’s needs. The Sonic Foundry MediaSite integrated platform provides a single manufacturer solution for lecture room capture and delivery of events at the USU over the Internet. The increasing demand for rich multimedia rendering of SOM and GSN courses coupled with the expanding demand for Podcast technology and a truly virtual campus drive the USU’s requirements to advance the use of Internet streaming. All captured content is immediately available through Blackboard, the USU Internet or Intranet. Access can be controlled by UIS’ Active Directory system ensuring that the content can be accessed by the appropriate audience. The Sonic Foundry system integrates with our current information technology and supports our adoption of MS Outlook. Access to the system is only limited by our bandwidth and not per user seat licenses, thus enabling the USU to leverage the technology in support of the USU’s vision of a virtual university delivering distributed learning and CME. Sonic Foundry provides a uniquely integrated solution of hardware and software that will enable the USU to deliver live, On-Demand and Podcasting multimedia content of the USU’s lectures, research findings and CME content. Specifically the new USU Center for Translation Science and the new focus on Traumatic Brain Injury research will be enabled to effectively and widely distribute the results of our research to the broader scientific community. The ability to stream content over the Internet or podcast is possessed by multiple agencies and individual DOD offices/units however it is neither coordinated, seamless, widely available nor centrally funded. Each DOD entity must procure individual systems to meet local requirements. All quotes must be valid until September 30, 2009. Award will be made subject to the Availability of Funds in accordance with FAR 52.232-18. EVALUATION FACTORS The government will award a Firm-Fixed-Price (FFP) contract resulting from this solicitation to the responsible offeror whose quote, conforming to this announcement, will be most advantageous to the government. Award will be made on a lowest price technically acceptable determination considering price and non-price factors in accordance with FAR 52.212-2 - Evaluation – Commercial Items Clause. 1. Price Offerors must submit product literature demonstrating the product quoted meets the minimum specifications: Technical Requirements : Requirements for the USU system are identified below; those deemed to be key performance parameters are marked as KPP. Single, real-time encoding process to digitize VGA or DVI input and synchronize with encoded video/audio stream 10. VGA pass-through to route signals to secondary source iv. Sound Capture 1. Visual indicator on appliance of low sound input 2. Must support audio capture from digital sources as well as XLR and RCA analog inputs v. (KPP) System automatically generates a navigable index and image thumbnails vi. (KPP) System to support the selection of various streaming profiles and multiple encoding rates 1. (KPP) Generated content to be automatically available for live streaming and on-demand vii. Provide user-driven stop, start and pause functions viii. (KPP) Integrate with AMX panel control systems through a serial interface ix. (KPP) Provide automatic recording of events based on a schedule. Scheduling system must permit establishing recurring times and exceptions for holidays and other non-recording events. x. Appliance to support remote control of recording from the Web by a Web browser. Functions to include start/stop; change audio, video and image input; adjust image quality; adjust scan rate; delete content from the appliance and publish content to the server. xi. Appliance must be able to create a CD from the recorded event xii. (KPP) Appliance to include built-in editing software to enable the user to view the streaming media in a timeline with associated images; crop start and finish, center cut; replace video files, edit, delete or replace presentations; adjust timings; create custom chapters and alternate slide text. xiii. (KPP) System must automatically and immediately upload to the media server and be accessible to authorized users b. All offerors are required to submit a completed copy of the Federal Acquisition Regulation (FAR) Provision 52.212-3 (Offeror Representations and Certifications-Commercial Items) and DFAR Provision 252.225-7035 (Buy America Act-Free Trade Agreements-Balance of Payments Program Certificate), with their offer.
