- NASA/GRC has a requirement for Communication and Community Outreach Support inimplementing the Public Involvement Program for the Wind Farm Project at NASAs PlumBrook Station Facility. Support in these areas is anticipated in light of theEnvironmental Assessment that is planned on being completed the fall 2009 and the need tocommunicate with neighbors living along Plum Brook and the larger community results andnext steps. Additionally, NASA requires support in coordinating outreach activities withother NASA organizations including Community and Media Relations, Legislative Affairs andthe environmental staff at HQ.NASA/GRC intends to use the services of Focus Group for the Community Relations and RiskCommunications Support for the Plum Brook Station Wind Farm Project. Statutory Basis forOther Than Full and Open Competition: 10 U.S.C. 2304(c)(1) only one responsible sourceand no other services will satisfy agency requirements. That service source is FocusGroup.Focus Group has provided community outreach/risk communications support to the Plum BrookReactor Facility Decommissioning Project since 1999. Over the past ten years, FocusGroup has become very familiar with the community and, in turn, the community with them. It has also enabled them to established contacts essential to their role in the project. They have worked closely with the project manager and the public affairs specialist forPlum Brook Station throughout the years to keep abreast of the progress of the project inorder to develop the communications products for the project. These include designingand writing the text for fact sheets, display boards, a newsletter, a Website, andupdated scripts for a telephone information line. Because of Focus Groups familiaritywith the Plum Brook Station Facility and the Community from their involvement with theReactor Decommissioning Project, Focus Group is best poised to do this work.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 10th, 2009. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
