Description
The National Cancer Institute (NCI), Oncogenomics Section, Pediatric Oncology Branch, plans to procure on a sole source basis the purchase of necessary reagents to run several sequencing projects: whole genomic sequencing of MYCN-amplified cell lines, targeted sequencing for human neuroblastoma (NB) tumor DNAs, whole transcriptomes and small RNA sequencing/profiling, and study of DNA methylation in samples from Applied Biosystems, 850 Lincoln Centre Drive, Foster City, CA 94404. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 325413 and the business size standard is 500 employees. The delivery date shall be one (1) week from date of award. NCI is currently evaluating the performance of a next-generation sequencer (SOLID) manufactured by Applied Biosystems (AB). Recently, the SOLID sequencer has been upgraded to improve sequencing length and efficiency. In order to accomplish the evaluation using our pediatric tumor samples, NCI needs to purchase the reagents for operating the AB SOLID instrument. Applied Biosystems (AB) is the major leading manufacture in sequencing technology. The human genome project had been completed mainly using the AB sequencing technology based on the Sanger method. AB launched its next-generation sequencer, SOLID, in October 2007 and the performance of this sequencer has been reported to be exceptional. In order to evaluate this instrument and conduct the genomic studies in pediatric cancers in the Oncogenomics Lab, the NCI needs to purchase proprietary reagents made by AB for using on the SOLID. These reagents are only made and sold by AB and they are required complete this project. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on September 17, 2009. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to Ashley Virts at virtsa@mail.nih.gov. It is the vendor's responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
