Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36. (iii) This solicitation is a total small business set-aside, NAICS 333111, Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing, with a small business size standard of 500 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. Fort McHenry National Monument, 2400 East Fort Avenue, Baltimore, MD 21230, has a requirement/need for a mower/snow blower. The mower/blower will be used year-round to mow 47 acres of turf in the summer and to clear several miles of paved trails and parking lots in the winter. Equipment requirements are listed in the Statement of Work (included below). (v) LOCATION: Fort McHenry National Monument, 2400 East Fort Avenue, Baltimore, MD 21230 (vi) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding purchase order without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (vii)DOCUMENTS TO BE INCLUDED IN QUOTE: Detailed item description, detailed specifications, applicable warranty information, support parts and service locations, three (3) references of proposed item within the past three years, name, phone number, and address of your point of contact. In addition, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed on-line at www://orca.bpn.gov. (viii)FAR provisions/clauses listed below apply. Statement of Work:Replacement of Mower with Multipurpose Mower/ Snow blower. Fort McHenry is an extremely busy park that is open 12 months of the year. Its grounds keeping and maintenance needs are subsequently of a year-round nature involving mowing 47 acres of turf in the summer. Visitor safety requires clearing several miles of paved trails and parking lots in the winter. In addition to the fort itself the new visitor center will have several plazas and courtyards that require a small light weight machine to clear. Also the equipment used must also be portable enough to transport by truck to Hampton NHS for similar usage there. It is our goal where ever possible to streamline and make these operations more efficient and more environmentally responsible. Storage space as well is at a premium. To that end when we require replacement landscaping equipment we always wish to acquire a multipurpose vehicle rather than two or more single use vehicles. Additionally we must use vehicles power-able by cleaner fuels such as bio-diesel or Ultra -Low Sulphur diesel. Currently we are seeking replacement for a zero turn mower and wish to expand our ability to remove snow and goose droppings from sidewalks and other relatively small and constricted areas. Equipment Requirements: (1)Engine: Liquid cooled Diesel 30 hp or more capable of using Bio-diesel or Ultra- low Sulphur fuel.(2)Transmission: Hydraulic direct drive, two independent closed loop circuits for propulsion.(3)Wheel drive: Independent high-torque/low speed (4)Steering: Zero turn, twin stick w/hydraulic damper (5)Ground Speed: variable 0-12 forward, 0-5 reverse (6)Low center of gravity for hillside stability(7)Instrumentation: hour meter, temp, oil, (8)Safety Interlocks: parking brake, over temp, "dead man" (negative operator) (9)Parking Brake(10)Tires; tubeless, pneumatic(11)Rollover Protection System (ROPS): OSHA certified(12)Keyed Ignition(13)Certification: ANSI B71.4-204(14)Warranty: 2 year(15) Capable of climbing 8" curbs.(16)Lockable hood(17)Any proprietary equipment necessary for regular maintenance Cutting deck requirements:(1)72" recycling(2)1-6" height adjustment(3)Anti-scalp rollers Winter conversion capacity requirements:(1)Base unit must be convertible with minimal effort (less than 5 man /hrs) into a vehicle for winter use. (2) This vehicle must be track drive for enhanced winter traction and exceptional maneuverability. (3)Track Tread: Kevlar reinforced rubber compound(4)Vehicle must be capable of mounting choice of possibly implements such as a snow blower. snow plow, rotary broom or various blades in widths of 60" or less to accommodate narrow walks and tight spaces(5)Must have enclosed Cab, for winter operation (6)Cab must be Rollover Protection System (ROPS) certified and include heater/pressurizer, tinted safety glass, front wiper, dome light, upholstered interior, floor mat, rubber isolator mounts.(7)Cab Light System: Work/road lights, turn signals, flashers and tail lamps(8)Safety Certifications: OSHA 1928.51, SAE J1194, CSA B352.1, ANSI/ASAE S279.12(9)Weight, aggregate, less than 2,500 Lbs
