Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial supplies and services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. Solicitation number M67001-09-Q-0354 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The Federal Supply Classification (FSC) is K070. The North American Industrial Classification System (NAICS) code for this requirement is 334512 and the small business size standard is 500. This solicitation is 100% Set Aside for Small Business. Line Item #0001: SERVICES TO UPGRADE ALERTON CONTROL SYSTEM, QTY: 1 EACH; See Statement of Work for complete requirements. These repairs are in support of the Tarawa Terrace II School, Tarawa Terrace, North Carolina. The evaluation factors that will be used to determine Best Value to the Government are price, technical capability and past performance. STATEMENT OF WORK:PROVIDE EQUIPMENT, LABOR, MATERIALS AND TOOLS NECESSARY TO UPGRADE TARAWA TERRACE 2 SCHOOL TO INCLUDE THE FOLLOWING: 1. REPLACE EXISTING ALERTON APEX GLOBAL CONTROLLER WITH ALERTON BCM GLOBAL CONTROLLERS (1-BCM-PWS,1-BCM-ETH, AND 3-BCM-TUX) TO COMMUNICATE TO EXISTING UNITARY CONTROLLERS. 2. MODIFY EXISTING ALERTON APDS PROGRAMMING FOR BCM-TUX AND BCM-ETH MODULES TO CONVERT ALERTON IBEX POINTS TO BACNET POINTS. 3. INSTALL TRIDIUM JACE WITH WEB USER INTERFACE FOR ACCESS AND CONTROL OF SYSTEM. 4. CREATE NEW HTML GRAPHICAL DISPLAYS FOR USER INTERFACE AND CONTROL. 5. COMMISSIONING OF NEW PROGRAMMING AND GRAPHICAL DISPLAYS. (COMMISSIONING INCLUDES LOADING THE PROGRAMS ENSURING ALL PROGRAM INTERFACES WORK, AND ALL DEVICES, SUCH AS ACTUATORS, VALVES, DAMPERS, AND SENSORS/POINTS, RECEIVE/SEND DATA; VERIFY ALL NEW BACNET POINTS ARE READING CORRECT DATA FROM IBEX CONTROLLERS. 6. EIGHT (8) HOURS OF OWNER TRAINING FOR CONTROL POINT CHANGES, SCHEDULE CHANGES, ACCESS PASSWORDS, ALARM CONFIGURATION, AND DATA LOGS. TRAINING WILL ACCOMMODATE FOUR (4) PEOPLE, LOCATION AT TT2 SCHOOL, WITHIN 3 DAYS OF COMPLETION OF INSTALLATION. 7. PROVIDE UPDATED, AS-BUILT, WIRING DIAGRAMS AND PRODUCT DATA SHEETS FOR INSTALLED ITEMS. 8. ONE YEAR WARRANTY ON ALL NEW COMPONENTS AND PROGRAMMING. 9.THIS WORK SHALL BE COMPLETED AT TARAWA TERRACE II SCHOOL, 60 TARAWA BLVD, TARAWA TERRACE, NC 10.
