Description
This publication serves as notice of intent that the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Climatic Data Center (NCDC) intends to solicit and negotiate on a sole source basis with The Elumenati, LLC, 2612 S. Greeley St., Stop 2, Milwaukee, WI 53207-2028 to provide web design, cartography, and technical/artistic direction to prepare for upcoming public events, and to assist in the near-term implementation of the NOAA Climate Services (NCS) Portal. Web designs will be provided for a new online magazine built on contributions from throughout the agency. The designer will integrate feature stories and image treatments into a consistent design that will appeal to readers with diverse educational backgrounds. Consistent color palettes will reinforce user expectations and ease-of-use with the web site once designs are implemented. A common presentation template for climate assessments, outlooks, and previews of climatological products will be designed. The designer will provide graphical templates that highlight specific examples of how businesses, geographic regions, and other sectors utilize NCS assets. A set of maps will be designed to expose NOAA and its collaborators' interaction with different geographic regions around the world. Developers at NCDC will integrate those maps into the NCS Portal. The web design will not only promote key findings but put a broad audience of decision makers in touch with diverse NOAA laboratories, scientists, and collaborators whose efforts directly support business and governance at many spatial scales. The designer will implement graphical treatments for pedagogical concepts established by interagency and NOAA-wide efforts to characterize essential climate science principles and concepts. The design firm will bring technical and artistic direction to presentations by the Climate Program Office (CPO) Communication and Education Team in September, 2009. Technical and artistic tasks will focus on how to use WMS-enabled geospatial data served from NCDC to present data in a remote location through simulcast technologies. A simulcast event will take place October 10, 2009 under direction of the CPO Communications and Education Visualization Project Manager at the Chabot Science Center in Oakland, California. This event will present concepts relevant to Californians about climate change impacts on sea level rise, precipitation, and biodiversity. Technical and artistic direction from the designer will ensure successful presentation of information and enjoyable learning experiences for participants. The projects described above have very short timelines. Timelines for key deliverables are as follows: media-ready material for presentations during events in September, 2009; Chabot Science Center event October 10, 2009 (material provided prior to the event); web designs for NOAA Climate Services web portal October 15, 2009. To be delivered to NOAA's National Climatic Data Center, 151 Patton Avenue, Asheville, NC 28801. The period of performance will begin NLT September 21, 2009 through November 30, 2009. This is a small purchase action estimated value not to exceed $25,000.00. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at http://www.ccr.gov. Authority: 41 USC 253(c)(1). The FSC is 9999 and the NAICS Code is 541990, small business size standard is $7.0 million. The government intends to award a firm-fixed price purchase order for this requirement. The Elumenati, LLC is the only known source capable of providing the expertise to provide the deliverables in the timeframe required. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 P.M. (eastern time) September 16, 2009 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the required work within the required timeframe. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
