Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis the collection of paraffin embedded tissue from breast, endometrial, and ovarian cancer patients in Warsaw and Lodz, Poland from the Cancer Center and M. Sklodowska-Curie Institute of Oncology, WK Roentgena 5, 02-781, Warsaw, Poland. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 621511 and the business size standard is $13M. The period of performance shall be twelve (12) months from date of award. The main objective of the breast, endometrial, and ovarian cancer case-control study in Poland is to examine the relationship between cancer risk and reproductive and hormonal factors, physical activity, active and passive smoking, alcohol and occupational exposures, as well as the influence of genetic factors on such relationships. Histological and molecular characterization of tumors will allow the evaluation of heterogeneity of relative risks for these factors by different tumor types. The purpose of this procurement is to retrieve paraffin-embedded tissue samples from selected breast, endometrial, or ovarian cancer patients diagnosed at the Cancer Center and M. Sklodowska-Curie Institute of Oncology, Warsaw, Poland. This is a key component of the study, as the collection of tissue samples will allow additional characterization of the tissue, including preparing tissue microarrays, performing immunohistochemical assays, determining somatic mutations in tumor DNA, and performing more novel RNA and DNA based assays. The tissue blocks involved with this procurement are in the possession of the participating hospitals in Poland and can only be accessed by the study pathologists and study PI in Poland. Dr. Jolanta Lissowska is the PI for the main case-control study. She has been working in conjunction with the study pathologists on the collection of breast, endometrial, and ovarian tissue blocks for over three years and is familiar with the procedures for requesting tissue blocks. Because there are several hospitals and pathologists involved with the study, Dr. Lissowska will coordinate the collection of the specimens. Accordingly, the Cancer Center and M. Sklodowska-Curie Institute of Oncology, under the direction of Dr. Jolanta Lissowska, is uniquely qualified to perform the work under this contract. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on September 17, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
