- This is a Request for Information (RFI) for program planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation (Reclamation) is in the process of obtaining information from industry to be used in the further development of a specification/Statement of Work (SOW) in which large diameter (16-inch) stainless steel groundwater well screens are to be utilized. Stainless steel prices are volatile and the resulting contract will include a clause to provide for the upward or downward adjustment in the total contract cost based on the rate of change in stainless steel prices. The well screens to be utilized are to be fabricated from corrosion resistant type 316 stainless steel, cold drawn or cold rolled, wires or bars meeting the requirements of ASTM A493-95 (2000). Reclamation is searching for a current economic price adjustment factor based on a specific price index for this type of stainless steel. Weighted price indices will be considered if they can be combined into a composite materials index. The weight assigned to each individual price must reflect the proportion of that composite material used in producing type 316 stainless steel. The price index, or composite index, must be in accordance with an independent index such as the index reports provided by the Producer Price Index published by the Department of Labor Bureau of Statistics, Dow Jones Company, London Metal Exchange or New York Mercantile. Indexes that show historical price trends that are measured objectively and are not based on daily market prices or futures markets are desired. Seasonally unadjusted indexes are desired as they more accurately capture actual price changes. In addition, Reclamation is looking for indexes that are available to the public without subscription costs. Respondents are invited to voluntarily provide information and recommendations that could be considered in the development of a specification/SOW. Respondents may include, but are not limited to, vendors, and commercial and government customers. This RFI is issued for information only. Respondents are advised that Reclamation is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted under this RFI. Responses are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI are to be submitted no later than September 15, 2009.
