Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number RFQ-033-4384-09 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. This procurement is unrestricted. The NAICS code is 333314. The small business size standard is 500 employees CLIN 1 - Raman Microscope A hard coupled Raman microscope system is required that includes the input optics, microscope, collection optics, spectrograph and detection hardware. The system shall include at least 2 lasers for excitation at 785 nm and 633 nm with computer controlled automation. The system shall include all optics compatible with the use of the lasers as well as gratings for collection of high and average resolution spectra. The system shall provide spectral resolution of 1 cm-1 per pixel or better. The system shall use a detector(s) that is(are) capable of working for all lasers installed on the system or that may be installed on the system in the future included in the spectral region 200-1000 nm. The system shall collect Raman spectra with a low frequency cutoff of 100 cm-1 or better. The system shall include a computer controlled motorized mapping stage with high resolution capable of 0.1 micron step size in the XY plane. The system shall be able to map in the Z-direction with true confocal Raman analysis. Autofocus during mapping is also required. The system shall include filters, controllable with the software, to attenuate the laser power that reaches the sample. The microscope shall include a turret capable of accepting 5 objectives and shall include a 10X, 50X and 100X long working distance objectives. The software included shall control the collection of spectra from the computer. The software shall include mapping software capable of fast mapping and line scanning. The map collected shall include spectral information on the sample area mapped. The microscope shall have a video camera for collection of sample images and observation of the laser spot on the sample. The confocal volume shall be under software control and capable of optimization during Raman signal readout. The system shall include optics that will be high efficiency for all wavelengths used and do not need to be changed for use with lasers added in the future which may include UV or NIR wavelengths. The optics shall allow for proper focus on all elements in the spectrometer without achromatic aberrations. The system shall be capable of the addition of an Atomic Force Microscope system in the future. Delivery shall be FOB Destination, Russell Research Center, 950 College Station Road, Athens, GA 30605, within 30 days of contract award. Inside delivery is required. Acceptance shall be made at destination. The provision at 52.212-1, Instruction to Offerors - Commercial, applies to this acquisition. NOTE: Since this is a combined synopsis/solicitation and no written solicitation will be issued, please disregard references to the SF 1449 in this provision; other instructions still apply. The contracting officer will make award based on price and price-related factors. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror/Representations and Certifications - Commercial Items, with its proposal. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following FAR clauses cited in 52.212-5, which are to be indicated by the contracting officer as incorporated by reference, are applicable to this acquisition: 52.203-6; 52.219-8; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.222-39; 52.225-3; 52.225-13; 52.232-33; 52.232-36. In the event the vendor will accept payment via the Government Purchase Card (VISA), the vendor shall annotate on its offer that it will accept the Purchase Card, and clause 53.232-33 will be superseded by clause 52.232-36. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with its response.
