Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number R09PS43078 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. This is a total small business set-aside under NAICS 541511 with an associated small business size standard of $25M. ALBHDB based Crystal Reports Support Contract Statement of Work (SOW) Rio Grande and Pecos River operations have grown far too complex to be managed simply on the basis of operator knowledge and experience. Computer models are required to simulate water management options effects, by simultaneously considering all relevant resources and constraints (data), and provide optimized management scenarios for implementation. Reclamation does not have sufficient internal resources (personnel) to both utilize the current state of models for water management, and manage and report the data generated. Reclamation has responsibility for water accounting for the Rio Grande Compact. This and other data must be stored and reported according to the law. The Pecos River basin operations is also becoming complex, with many agreements and portions of water to account for, including ESA water. Data management and reporting is considered a short term specialized part-time need that does not warrant recruitment of a permanent position within Reclamation. Reclamation has concentrated on use of existing models and relies upon experienced contractors for ongoing data storage, manipulation and reporting support. This contract requirement is a solicitation for a contractor with significant experience using RiverWare? / URGWOM to provide HDB based Crystal Reports? custom report design, development and use support. Task 1 (125 hours) -Continue water accounting report development: Contractor will support continued development of paper based, electronic file (pdf), and web-based accounting reports for customers and annual reporting requirements using the Crystal Reports? software package and the existing Oracle Hydrologic Database (HDB). This work may include any or all of the following components: oCoding complex database queries within custom designed Crystal Reports? reports, using the current version of Crystal Reports? (Crystal Reports? 2008)oFinalize Contractor Status report per Reclamation requirementsoCause or allow existing / historic data to be stored in HDB for use in URGWOM oFinalize Notes report per Reclamation requirements oContinue to assist Reclamation as needed to use Crystal Reports? Task 2 (180 hours) -Data Storage - Work with Reclamation to begin integrating Rio Grande River basin operations data into ALBHDB: Contractor will support Reclamation personnel from the Upper Colorado Regional Office in creating computations for DECODED Rio Grande basin data. This work may include any or all of the following components: oCause or allow existing / historic data to be stored in HDB for use in URGWOM oCause or allow new daily data to be stored in HDB for use in URGWOMoImplement a mapping from HDB sites and datatypes to RiverWare? objects and slots using ALBHDB's generic mapping facilityoBased on inventory of operations data, begin creating computations, using HDB's Computation Processor protocol, to aggregate and calculate needed data points Task 3 (65 hours) - Data Storage and Reporting - Work with Reclamation to begin integrating Pecos River basin operations data into ALBHDB: Contractor will support Reclamation personnel from the Upper Colorado Regional Office in creating computations for DECODED Pecos River and reservoir data. This work may include any or all of the following components: oCause or allow existing / historic data to be stored in HDB for use in a Pecos RiverWare? modeloCause or allow new daily data to be stored in HDB for use in a Pecos RiverWare? modeloDraft conceptual Crystal Reports? reports for the Pecos basin per Reclamation requirements Task 4 (30 hours) - Provide training on reporting tools: The Contractor will provide one hands-on training, including individual assistance with connections to HDB Oracle database, on use of custom Crystal Reports? developed in Task 1, including use of Crystal Reports? automated web reporting capability - date and time to be mutually acceptable. Contractor must be able to successfully access (query) and modify, as needed, ALBHDB database structure, tables, views, metadata, and be knowledgeable of and capable of successfully using appropriate database utilities, including the Computation Processor. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. By the provision at 52.212-2, Evaluation-Commercial Items, technical capability of equipment and labor to meet the described government need, and price will be evaluated equally. It is advised that a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items be submitted along with the offer; the provision may also be completed online by accessing http://orca.bpn.gov. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies. No addenda are enclosed.
