- This announcement is a combined sources sought and pre-proposal meeting notice. The National Park Service is conducting market research to see if there is interested and qualified firms to complete the work described below. This announcement also serves as notice of two pre-proposal meetings. It is anticipated that these will be the only pre-proposal meetings provided for this project. All interested parties are highly encouraged to attend at least one of the two pre-proposal meetings. The site will not be accessible during the solicitation period. Background: On October 9, 2006, a severe flood occurred on National Creek in the Kennecott National Historical Landmark (NHL), causing damage to the stream channel, several buildings adjacent to the stream, and the historical railroad trestle. Since 2007, the National Park Service (NPS) has reconstructed the railroad trestle and performed engineering studies, laboratory and field testing and designs for repair to the National Creek channel. During the winter of 2010, the NPS anticipates that it will be awarding a construction contract for repairs to the stream channel and the foundation of a damaged building. Two "pre-bid" inspection opportunities will be provided by the NPS to contractors interested in the work at Kennecott, Alaska. 1. The NPS will host an onsite inspection at Kennecott from 1:00 pm to 4:00 pm, September 22, 2009 for purposes of providing an overview of the project and an opportunity to become familiar with the site, logistical constraints and resources in the Kennecott and McCarthy area. The meeting will begin at the NPS Kennecott Company Store and Warehouse located at the center of the site. 2. A second meeting will be hosted in Anchorage, Alaska at 2:00 pm on September 24, 2009 at the National Park Service Regional Office, 240 West 5th Avenue, Anchorage, Alaska, Room 409. The meeting will provide a narrative "PowerPoint" slide overview of the project and site for those not able to attend the September 22, 2009 onsite inspection. Minutes from both inspections will be prepared and shared with the participants and included in the solicitation package. Interested parties are encouraged to attend the September 22, 2009 meeting as it will be the best opportunity to view the site. Interested parties should send an email to LaDonna_Collins@nps.gov to indicate attendance, providing company name, number of attendees and contact phone number. Description: The work under this contract will be confined to an area measuring approximately 150' x 300'. The preliminary scope of work may include construction of a temporary diversion dam to rechannel National Creek removal of the dam after other stream improvements have been completed. Work also includes gravel and cobble excavation, bedding and riprap procurement and placement, construction of timber cribbing gabions, lifting, leveling and lowering a wood frame building onto a new foundation. Project Site: The McCarthy / Kennecott, Alaska area is a remote location accessed by the McCarthy Road, a 60 mile, single lane gravel road which terminates at the Kennecott River. Access across the Kennecott River is by pedestrian footbridge or a privately owned toll freight bridge and an additional (5) miles via a gravel road. The entire McCarthy Road is a summer road only with weather dependent winter access. The road is not maintained in the winter and summer load restrictions are typical. Seasonal Constraints: Winter conditions preclude work at the site from approximately October 1 to May 1 of each calendar year. Construction Camp: Near the end of the McCarthy Road, approximately 1 mile from the Kennecott River, the NPS has a dedicated staging area that will be available for material and equipment storage and temporary contractor housing without NPS supplied utilities. Prior to ORCA, vendors were required to submit Representations and Certifications (Reps and Certs) for each individual large purchase contract award. Now, using ORCA, a contractor can enter their Reps and Certs information once for use on all Federal contracts. This site benefits not only the contractor by allowing him or her to maintain an accurate and complete record but also the Contracting Officer, as he or she can view every record, including archives, with the click of a mouse. Proposed Issue Date: February 1, 2011 Title of Project: Kennecott National Creek Flood Recovery Location: Kennecott Mines National Historical Landmark, Wrangell-St. Elias National Park and Preserve, Alaska Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded. Source: TBD. The amount of interest or lack thereof will help determine the possibility of a set-aside or full and open competition. Estimated price range: $1,000,000 to $1,700,000 including options. Time for completion: One construction season, Anticipated Notice to Proceed by April 15, 2010 and contract completion by September 30, 2010.
