Description
The Naval Air Warfare Center Weapons Division, China Lake, CA, is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.All responsible sources may submit a quotation, which shall be considered by the agency. The Naval Air Warfare Center Weapons Division China Lake, CA, intends to procure a service license for a database of engineering specifications and standardizations on a full and open competition basis. Quotes must meet all of the following technical requirements. Contract will be awarded as lowest price, technically acceptable. Product FunctionalityFeatures and Requirements: The FRC Southwest - San Diego requires a web-based data subscription service license for a database of engineering specifications and standardizations. This system must be accessible from a "Windows" environment. The online data subscription provider must have established licensing agreements for copyrighted data to provide direct and instantaneous access to selected documents in electronic format for viewing and/or printing according to authorized copyright and licensing arrangements. The subscription must provide access to 100% of this information through an Internet-based index and search engine. The documents and information must be viewable online in electronic-based PDF or HTML format, must be fully printable, and must be provided in a licensing arrangement which will permit authorized downloading. Hardcopy substitution and fulfillment for any of the specified information will not meet the licensing and use requirements, and thus will not be acceptable. All information requested shall be available from one source via an internet login and available in HTML format. Standard Usage reports shall be provided along with HTML maintenance to maintain blind login and product information internally. The system shall provide access to the following documents along with access to an index for these documents and complete access to full-text images in PDF and/or ASCII text: Core Services (index and PDF document images), Military Specifications and Standards, Military Performance and Detail Specifications, Federal Specs and Standards, Commercial Items Descriptions (CIDs), Military and Federal Qualified Products Lists (QPLs), Qualified Manufacturer Lists (QMLs), MS Drawings, USAF and NAF Standards, Data Item Descriptions (DIDs), Federal Information and Processing Standards (FIPS),! Damage Tolerant Design Handbook, USCG Directives, Military Handbooks, Military Bulletins, AND, ANA, AN Drawings, DECC/DESC/SMD Drawings, Joint Army-Navy Specs and Standards, Historical (cancelled and superseded) documents, Air Force Standards, Army Documents, DoD Adopted Industry Standards. Index and Reporting: The system must provide a single index to the all documents with access to full text images in PDF Format. The index must provide the following reports: A document summary that provides Scope and Intended use; Management information such as QPLs, DIDs, etc; A report that lists all documents referenced within the document; Links to applicable documents including links to slash sheets, QPD Database, historical QPL/QML sheets, referenced standards and FLIS ! data when applicable. Responsible activity that includes addresses, phone/fax numbers, email, address for preparing activity, custodians, reviewers and the society/organization; History of the document to include the date of the base document as well as any revisions or amendments, with links to those documents; A complete document outline that allows the user to go from the index or TOC directly to the paragraph, sub-paragraph or section level rather than the first page of the document; Report information must be printable. Product Functionality. The system must provide the following research functionality: All military/DoD, government and commercial documents listed above must be included in the same product using the same search index. The index must include both government and commercial documents; Each query shall provide the user with a results list. The list must identify the document number, active or historical status, publication date, if it is newly revised, and the document title. Each document in the results list shall be directly linkable to summary/detail report information; Search by Federal Supply Classification (FSC); Search by Preparing Organization; Search by Specific Document Type, i.e., Mil, Fed, etc.; Keywords must be searchable from the index in the title of the document, scope, intended use, paragraphs or summaries for all documents that include this information; Boolean or combination searching must be allowed; Limit a search to active or historical document references; Ability to search by document number or portion of that number, including alpha prefixes and decimal points. Creating Favorites within the system. Users shall have the ability to place documents on a "favorites" list with a single keystroke; System shall provide email notification when a document on the favorite's lists is revised, cancelled, withdrawn or superseded; System shall allow personal notes to a document on a favorites list; System shall allow for document watch lists; Users have the ability to create "named" watch list(s) to track documents associated with a project or compliance program; Users have the ability to add a document to the watch list with a single click; Ability to specify other users that can view/modify a "named" watch list; System will provide email alerts to specified users when documents on the watch lists are revised, cancelled, withdrawn or superseded; Users must be able to define the time period they want alerts to cover; Ability for users to save searches. Document Access/Images. All standards must be licensed by the issuing standards developing organization to allow image viewing and printing of the desired actual standard. Licenses must have unlimited access to all documents. Licenses shall support a minimum of 200 concurrent users. Documents must be updated a minimum of every 7 days. System must identify recently updated documents. Documents must be viewable in electronic media. Hardcopy delivery of documents will not be considered. System must have a minimum of 40 years of historical data. The provision FAR 52.212-1 Instruction to Offerors- Commercial Items (Jan 2005), applies to this acquisition and there is no addenda to the provision. FAR Clause 52.212-2 Evaluation - Commercial Items (Jan 1999) applies and contains important evaluation information. Evaluations shall be based on the lowest price technically acceptable.
